PRE-PROPOSAL CONFERENCE: There will not be a pre-proposal conference for this sourcing event. INTRODUCTION Parent Educators provide educational services, materials and information to parents experiencing the transition of separation, divorce, or conflict related to unresolved parental disputes over the care and custody of children, as authorized by the Court and directed by the Department of Community Justice (DCJ), Family Court Services (FCS). SCOPE OF WORK Parent Educators shall present information and materials concerning legal issues, child development, conflict resolution strategies and community resources to parents who have custody and parenting issues before the Court. To achieve this, Parent Educators shall perform the following services: A. As requested by FCS, Parent Educators shall be available to teach (individually or co-teach) the following curriculums: “Parents Helping Children Cope with Family Change” or any other FCS-approved curriculum that meets the Court’s requirements and objectives for parents enrolled in the Parent Education program. B. Parent Educators shall assist FCS program staff with enrolling participants in the program, manage and maintain a class environment conducive to learning and gaining applicable and beneficial parenting skills, and distribute materials, as needed, to participants. C. Parent Educators shall arrive one-half hour prior to the scheduled class start time and shall remain until all participants have left the classroom. D. Parent Educators shall notify FCS staff no less than seven (7) days prior to their scheduled parent education class if they are unable to attend/teach. Parent Educators shall find a substitute for the scheduled parent education class from among the group of contracted parent educators. Parent Educators shall notify FCS that a specified substitute shall teach the class. E. FCS staff shall notify CONTRACTOR three (3) months in advance to inform them of the class schedule and confirm their availability to teach. F. Parent Educators shall attend twice yearly meetings for the purposes of program review and/or development, training in material related to delivering parent education, address general service delivery issues and/or resolve any operational problems. Performance Measures The process for evaluating performance shall consist of CONTRACTOR distributing surveys to class participants at the end of each class. Completed surveys shall be forwarded to FCS staff who shall enter the information into a database. This data shall be forwarded to DCJ’s Research and Planning Unit for analysis. Additionally, FCS staff may observe CONTRACTOR performing duties to ensure quality of delivery and adherence to the curriculum materials. COUNTY has established the following performance measure for CONTRACTOR to meet: Of the parents who attend the parent education course, 90% shall respond that their instructor did an “excellent job” or a “good job” in teaching the course and presenting the information. The performance measure may be modified or others added during the course of program operation, upon written agreement of the CONTRACTOR and COUNTY. METHOD OF AWARD Description In order to qualify, proposers must receive a minimum of 70% of the total points possible. The County may award multiple contracts from this RIPQ. Upon qualification, proposers are placed in a pool of qualified vendors who will be eligible for potential contract awards. There is no guarantee that any contract will be awarded. ESTIMATED PURCHASES As of February 1, 2022 the current rates are as follows:  Parent Education Services (English): $60.00 per hour  Parent Education Services (Spanish): $62.75 per hour  Mandatory Trainings/Meetings Attendance: $60.00 per hour Funding of the work described in this RIPQ is not guaranteed. Fluctuations in funding year to year should be expected. The County cannot assure that any particular level of work will be provided and the contract will permit the County to add or remove work as necessary depending on availability of funding. The County does not guarantee that any minimum amount of services will be purchased. METHOD OF CONTRACTING A sample Services Contract is attached showing the standard terms and conditions. Carefully review the terms and conditions of the attached sample Services Contract. Department of Community Justice Contract terms and conditions related to this procurement are included as a Buyer Attachment.named "DCJ Terms and Conditions". TERM OF CONTRACT The contracts awarded from this solicitation will be “fixed term” or “fixed term with options”, which means the maximum contract term will generally be two years in length, or the remaining time of the procurement, whichever is shorter. The initial contract may be from one to five years with option(s) to renew with additional one year periods depending upon length of time available until the procurement ends, continued need for services, funding availability and service performance. CONTRACT NEGOTIATIONS Once selected in the allocation process, the County will initiate contract negotiations with the Proposer. Multnomah County may, at its option, elect to negotiate general contract terms and conditions, services, pricing, implementation schedules, and such other terms as the County determines are in the County’s best interest. If negotiations fail to result in a contract, the County reserves the right to terminate the negotiations and initiate contract negotiations with another qualified Proposer. This process may continue until a contract agreement is reached. INSURANCE REQUIREMENTS Multnomah County minimum requirements for General Liability/Professional Liability Insurance may be waived for these contracts as long as classes remain virtual and a Multnomah County staff person is monitoring every class. This does not abolish the Contractor’s obligation to indemnify, defend and hold Multnomah County harmless as required in Contract Terms and Conditions. The Supplier awarded a contract as a result of this sourcing event may be required to provide at a minimum the insurance outlined in the table below if criteria for waiving insurance is not met. The type of insurance required will depend on the type of service and/or products provided under the contract which will be negotiated during the contract process. Entirely separate from this qualification process, the department will allocate funds to those qualified providers who demonstrate the desired experience, skills, proficiency, certifications, and area of specialty that will best meet and match identified grant writing or fund development consultation needs. The Department will conduct a funds allocation process to distribute available funds according to known system requirements and priorities. Allocations will only be made to providers who previously qualified under this RIPQ. Vendors may not protest funding allocation decisions. Funding allocation decisions will be made as needs arise. Allocation priorities and selection criteria may include:  County and Department strategic priorities  Contractor availability  RIPQ proposal information and evaluation input from the RIPQ raters  Contractor experience with specific funding sources  Past performance  Other factors as deemed appropriate by the funding allocation team Since the allocation process considers a variety of factors, funding may go to qualified Proposers who did not earn the highest overall RIPQ qualification score. Therefore, it will be possible to qualify under this RIPQ process and not receive a funding allocation due to resource limitations and other factors. The Department cannot predict usage of these services and does not guarantee any particular volume of business will be offered to any applicant who qualifies to provide services. After the Department provides written solicitation results to all Proposers and with the completion of the separate allocation process by the Department, its staff will contact the successful and qualified Proposer(s) who will receive an allocation for contract negotiations. Requirements Contracts do not guarantee any level of funding and funding levels may change from year to year. All Proposers seeking to provide services must submit a proposal and receive a minimum 70% of the total points possible in order to qualify. Minimum Proposal Submittal Requirements None. EVALUATION PROCESS Each evaluator shall independently assign a draft score to each answer based on review of the written proposals. Then the evaluators shall meet at a Proposal Evaluation Session and share their key findings from the proposals. After sharing their findings, each evaluator shall be given an independent opportunity to revise their draft scores and to finalize them. Final scoring by each evaluator will then be summed. IMPORTANT: Suppliers who do not currently have access to the Multco Marketplace Supplier Portal will need to complete the "MMP Supplier Access Request Form". The optimal time to submit the "MMP Supplier Access Request Form" to gain access to participate in a Sourcing Event is 14 days.
