law enforcement outreach through coordination and cooperation with the NHTSA Regional office, State Highway Safety Offices, and the State LELs.  Additionally, GHSA has a national reach and name recognition to provide the credibility, and the internal structures required to meet the goals of the project.  The statutory authority for the proposed sole source award is 41 U.S.C. 253(c)(1) "Only One Responsible Source."NHTSA requires the continued professional, technical and administrative support services of GHSA to manage a national level law enforcement liaison program, and provide related products and services in support of the program that can also have a wider impact on traffic safety throughout the United States.  conduct the scientific and technical activities to support NHTSA’s requirements. These efforts are envisioned to include, but not be limited to program management, development and maintenance of communications programs, providing training and professional development to LELs and aligned personnel, and manage grant programs that will positively impact traffic safety efforts.In addition to providing notice of intent to sole source contract for these services, this notice seeks to identify any potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein.NHTSA welcomes all qualified certified Small Business concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below.  In addition to soliciting on the open market, the government may decide to later limit its competition to those qualified GSA MOBIS Schedule holding contractors listed under SIN 874-1, Integrated Consulting Services and/or 874-7, Integrated Business Program Support Services.  NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted.  Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by NHTSA.  NHTSA may; however later on issue a Request for Proposals (RFP).  However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background:The National Highway Traffic Safety Administration’s (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs.  The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. Since 2015, the Nation experienced a significant and sudden increase in the number of highway traffic fatalities after steadily declining to the lowest level in more than 65 years in 2014. 2015 experienced a nearly 10 percent increase in traffic deaths, and increased to a high point in 2016 or 37,806 fatalities.  Improving safety on our Nation’s roadways and preventing injuries and deaths in traffic crashes remains a top priority for NHTSA.  The current data reflects concerning trends related to traffic safety.Fifty five percent of all people killed in crashes at night in 2017 were unrestrained;Twenty-nine percent of all fatalities involve an impaired driver;Pedestrian fatalities in urban areas have increased by 46 percent over the past 10 yearsMore than 90 percent of all crashes involve an element of human errorPursuant to its authority, NHTSA provides highway traffic safety grants to states, territories and local communities, and supports research, demonstration projects, and countermeasure programs designed to prevent motor vehicle crashes and reduce their associated economic costs.  Pursuant to 23 U.S.C. §§ 402, 403 and 405, each State and territory has a Highway Safety Office which receives and disperses NHTSA highway safety grant funds pursuant to a predetermined plan known as the State Highway Safety Plan (SHSP). Designed to reduce the number and severity of traffic crashes, the SHSP is a statewide-coordinated safety plan that provides a comprehensive framework for activities on all public roads. The SHSP is developed through a cooperative process with Local, State, Federal, and private sector safety stakeholders.  The SHSP is a data-driven, comprehensive plan that establishes statewide goals, objectives, and key emphasis areas and integrates the four E's - engineering, education, enforcement and emergency medical services (EMS).Providing support to law enforcement is a priority for NHTSA, and States commonly employ Law Enforcement Liaisons to provide program support, coordination of enforcement operations, and training to local law enforcement agencies.  A critical function of the LEL is to fulfill the need for a strong, effective advocate for traffic safety.  The LEL serves as a liaison between the State Highway Safety Office and the State’s law enforcement agencies; and establishes and maintains relationships with law enforcement agencies.  To support these operations, program coordination at the national level is vital to effective, consistent, and professional delivery of LEL services to communities around the country.The National Law Enforcement Liaison Program Coordinator (NLELP) is responsible for such coordination in promoting National and State priorities and advancing traffic safety.  Working in concert with State Highway Safety Programs, NHTSA Regions, and NHTSA Headquarters program staff, the NLELP promotes the enforcement of traffic safety laws, with an emphasis on NHTSA priority program areas (impaired driving, occupant protection, distracted driving, and speeding).  In addition to these activities, the NLELP also:•     Leads evidence-based efforts to reduce motor vehicle crashes, fatalities, and serious injuries.•     Coordinates communications related to highway safety activities in collaboration with the SHSO and allied highway safety organizations•     Participates in the development and implementation of highway safety plans, programs, and training•     Supports State and Regional efforts to recruit law enforcement participation in highway safety activities and programs.  This is commonly accomplished through the mobilization of peer outreach law enforcement liaisons (LELs) to advance NHTSA programs on a coordinated and consistent basis and provide ongoing technical assistance to law enforcement at the State and local level. Objective:The objective is to identify a vendor and establish a contract with an organization to provide a National Law Enforcement Program Coordinator (NLELP) who will be responsible for providing the technical assistance necessary to increase and strengthen States’ law enforcement efforts focused on traffic safety.   Capabilities:The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given in the attached draft SOW and demonstrate the contractor possesses unique capabilities including:  a national level of reach and influence, ability to work effectively with law enforcement in supporting traffic safety initiatives, and having the expertise and systems in place to interact effectively and coordinate action with Highway Safety Offices at the State level across the country. Format of Corporate Capabilities Statement: The anticipated period of performance is for a base period of twelve (12) months plus up to 4 renewal option periods for a total sixty (60) months after award of the resultant contract. A Firm Fixed-Price type contract is anticipated.This notice of intent is NOT A REQUEST FOR COMPETITIVE PROPOSALS nor is a Request-for-Proposal solicitation document currently available.Interested firms should identify their capability provide the services described above. The written response must include detailed information relating to the specific data being requested. Expressions of interest without sufficient detail to permit evaluation of one’s ability to provide the requested information will not be considered. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a proposal from National Academy of Sciences, Institute of Medicine on a noncompetitive basis for the work described. Responses must be received by the listed procuring office with 15 days from the date of publication of this notice.
