PRE-QUALIFICATION OF CONSULTANTS FOR FINANCE, DECISION SUPPORT & PROCUREMENT TRANSFORMATION SERVICES2024-06Closing Date: 04/12/2024 12:00:00 PM ETDetail: 1.1.1 BCHS Objectives It is BCHS’s intention under this RFSQ to prequalify two (2) Finance & Procurement Transformation Consultants to bid competitively for various Projects in a Second Stage Process and ultimately signing an Agreement (Form of Agreement), under which all work will be performed. 1.1.2 Current State In 2020, Brant Community Health Care System (BCHS) embarked on a multi-year Strategic Plan to achieve operational excellence across the hospital to support and enable BCHS strategic commitment to the discovery and delivery of life-changing care. A review of the Finance, Decision Support and Procurement functions was undertaken which identified opportunities and initiatives for the next phases of work related to the implementation of a Health Information System, Redevelopment Activities and Infrastructure Improvements. The

intention is to plan and execute a number of projects internally over the course of the Strategic Plan. Following further analysis and discussions, there are areas where the provision of leading practice knowledge and expertise from external consulting firms is required to support overall optimization and speed of execution. 1.1.3 Future/Desired State (Scope) This may include the review, re-design and/or implementation of policies, processes, controls, systems, and roles across the following functional areas: Finance systems review, with recommendations; Interim staffing in Finance, Procurement or Decision Support functions HST Consulting support Systems modification, data conversion, automation, etc.; Organization design; Risk and control metrics, including key controls and testing programs; Record to Report, including consolidations, balance sheet optimization, cash management, etc.; Budgeting, Planning and Forecasting, including Operations and Capital; Revenue Management Consulting Variance analysis, dashboards, reports and reporting; Procure to Pay, including requisitions, POs, receiving, 2-way and 3-way match, etc.; Risk and Control matrices, including key controls and testing programs; Technical (IT) support including interface development; Database Engineering and analyst support related to SQL and Meditech coversions Data Analysis and Verification MIS Consulting ​​​​ Strategic Sourcing, Contract Management and Procurement; Warehousing, Distribution and Inventory management; Stockless warehouse project management support Change Management, Communication and Training (including procedures development, etc.) Project Management, Program Management and Business Case development. A key success factor for BCH will be to ensure that our people are actively engaged as resources and decision makers in every project/initiative for knowledge transfer from the consultants and to align design decisions and outcomes to BCHS principles. As recent experience has shown, hospital priorities can impact the availability of internal resources and change the timing / sequence of projects. Deliverables / learnings from one project can also modify the scope, deliverables and/or timing of other initiatives. BCHS will engage consulting support on a statement for work (SOW) basis for each project once well-defined requirements/deliverables can be documented and internal resources can be committed.
