The intention of this program is for Managed Care Plans, County Offices of Education, Local Education Agencies (LEA) and Mental Health Plans to collaborate and build an infrastructure that is sustainable beyond the duration of the program. SBHIP is an identified workstream under the Children and Youth Behavioral Health Initiative (CYBHI), which is a 4.4 billion dollar investment to enhance, expand and redesign the systems that support behavioral health for children and youth. CYBHI is a 5-year initiative led by the California Health and

Human Services Agency, the Department of Healthcare Services, the Department of Health Care Access and Information, the Department of Managed Health Care, the California Department of Public Health, the Office of Inspector General and the Mental Health Services Oversight and Accountability Commission. The goal of CYBHI is to reimagine the mental health and emotional well-being for ALL children, youth and families in California. Inland Empire Health Plan (IEHP) is soliciting requests for information from potential vendors experienced with Managed Care and school-based billing. IEHP intends to contract with vendor(s) to facilitate this program for purposes of increasing local education agency revenue, identifying, and resolving billing related concerns, evaluating billing/claims trends and providing support to Local Education Agencies (LEAs).
