ENERAL WORK DESCRIPTION A 1300 SF Dorm Room addition to the existing fire station to include: construction of three (3) dorm rooms, a laundry room, two (2) bathrooms anda storage room, with all related site work, utilites and finishes. Project will require coordination with the City's Communication, Fire Sprinkler, Fire Alerting and Fire Alarm subcontractors. FUNDING SOURCE This project is funded with local funds. ENGINEER'S ESTIMATE The estimated cost for this work is: $800,000 CONTRACT TIME The Contract Time for completion of all the Work of the Project is 180 (one hundred eighty) calendar days. WITHDRAWL OF PROPOSAL No bidder may withdraw his proposal for a period of ninety (90) days after the date set for the opening thereof. Bids shall be valid for ninety (90) calendar days after bid opening. PRE-BID MEETING AND SITE WALK A pre-bid meeting and project walk-through will be held on Thursday , March 28, 2024, at 10 a.m. at Fire Station No. 2 (1641 Gray Avenue, Yuba City) . This will
be the only time access to the Fire Station will be available to Contractors prior to bid opening. LICENSING REQUIREMENTS Bidders and their proposed subcontractors shall hold such licenses as may be required by the laws of the State of California for the performance of the work specified in the Contract Documents. Bidders bidding as the prime Contractor shall possess a valid California Class A Contractor’s License at the time the bid is submitted and throughout the contract term. The Contractor will also be required to ensure that all subcontractors working on this project are holding valid licenses suitable for their trade. CALIFORNIA LABOR CODE This Project is subject to the general prevailing rate of per diem wages as determined by the State of California Director of Industrial Relations, and travel and subsistence pay as such are defined in applicable collective bargaining agreements filed in accordance with Section 1773.8 of said Labor Code, for work needed and performed on this Project. Said determinations, in effect at the time of publishing this notice, are on file at the above identified City office and may be examined at said office. Interested parties shall contact the City office to make arrangements for viewing. These rate determinations may also be found on the DIR’s website at http://www.dir.ca.gov/OPRL/dprewagedetermination.htm. The successful bidding Contractor and its subcontractors shall employ the appropriate number of apprentices, in each apprentice-able craft, on the project site as stipulated in California Labor Code Section 1777.5. Pursuant to California Labor Code Section 1771.4, this Project is subject to compliance monitoring and enforcement by the California Department of Industrial Relations. DEPARTMENT OF INDUSTRIAL RELATIONS REGISTRATION No Contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the State of California Director of Industrial Relations (DIR) pursuant to California Labor Code Section 1725.5 [with limited exceptions from this requirement for bid purposes only under California Labor Code Section 1771.1(a)]. No Contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR pursuant to California Labor Code Section 1725.5. If awarded a contract, the Contractor and its subcontractors, of any tier, shall maintain active registration with the DIR for the duration of the Project. PAYMENT RETENTIONS; SUBSTITUTION OF SECURITIES A retention of five percent (5%) of the total value of the work completed to date will be made from the amount due on each progress payment for partial security for fulfillment of the contract. At the Contractor’s request and at his expense, he may offer to substitute securities within the meaning of Section 22300 of the Public Contract Code in an amount equivalent to the amount withheld, to wit, bank or savings and loan certificates of deposit. This option is available to the Contractor as provided by Section 22300 of the Public Contract Code and must be initiated by him by request and at his sole cost and expense, and upon such request, City shall permit the substitution of securities equivalent to the amount withheld to ensure satisfactory completion and fulfillment of the contract. Contractor shall remain the beneficial owner of any securities substituted for monies withheld and shall receive any interest thereon during the period of retention. Such securities shall be released to Contractor upon satisfactory completion of the contract, to wit, thirty-five (35) days from and after the Notice of Completion. The City will withhold from each of the partial payments and retain as part security, five percent (5%), of the amount earned until the final payment in accordance with Public Contract Code §7201. All questions and requests for information regarding the project must be submitted through Public Purchase on the project link. Responses to questions will be distributed to plan holders via Public Purchase. If any person contemplating submitting a Bid is in doubt as to the intended meaning of any part of the Contract Documents, or finds discrepancies in, or omissions in the Contract Documents, that person must submit a written request for an interpretation or correction thereof at least seven (7) calendar Days before the deadline for receipt of Bids.
