NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACTPuget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) intends to award a Sole Source contract to –Washington State Department of Health- 101 Israel Road SE Olympia, Washington, 98501-5570., to perform the task of comparison analysis of environmental sampling/monitoring with the Puget Sound Naval Shipyard and Intermediate Maintenance Facilities.PSNS & IMF will use Simplified Acquisition Procedures and Other Than Full and Open Competition.The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).The proposed contract action is Sole Source only.In accordance with FAR
5.102, the required justification documentation is attached.This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. However, all proposals received by the closed date specified herein will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
