Notice of Sole Source and not a request for competitive proposal. The statutory authority for this sole source procurement is FAR 8.405-6(a)(i)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not issued under sole-source or limited-source procedures. The Bureau of Land Management (BLM), New Mexico State Office, awarded a sole source firm fixed priced purchase order to:Environmental Management and Planning Solutions, Incorporated, 1630 30th Street #195, Boulder, CO 80301. The North American Industry Classification System (NAICS) code for this requirement is 541620; the business size standard is $16.5. This action is logical follow-on action for continued support on a Resource Management Plan Amendment for base of 16 months (9/8/2021 - 11/30/2022).The BLM originally contracted with EMPSi in 2013 for assistance in the preparation of the Farmington Mancos-Gallup Resource Management Plan Amendment and associated Environmental Impact Statement (FMG RMPA/EIS). As of today, the project is nearly complete; however, is pending completion of consultation with Tribes and Pueblos in the planning area, pursuant to Section 106 of the National Historic Preservation Act (NHPA). Considering the work that needs to be accomplished to finalize the NHPA Section 106 consultation, the EIS's Record of Decision (ROD) date will be extended into late 2022. The BLM Farmington District Office and Bureau of Indian Affairs Navajo Regional Office require further assistance to complete the remaining work on the FMG RMPA/EIS.This notice of intent is not a request for competitive proposal and no solicitation document exist for the
