This announcement constitutes an official Request for Information (RFI).  This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government.Program: Oxygen Sensor LRUs Long-Term Support StrategyOrganization: 423rd Supply Chain Management Squadron (SCMS), 550th CMMXS, and 429 SCMS/Enterprise Hill Commodity CouncilScopeThe Enterprise Hill Commodity Council (EHCC) has developed a Cross-Functional Team (CFT) comprised of members of the 423rd Supply Chain Management Squadron (423 SCMS), 550th CMMXS, and Defense Logistics Agency (DLA). The Oxygen Sensors team is seeking information towards developing a Long-Term Support Strategy to improve supply chain efficiencies, material availability, and supplier base for the Oxygen Sensor LRUs and its subcomponents.  The scope of this initiative comprises Oxygen Sensor LRU OEM-sourced part kits, which will include the NIINs/part numbers listed in the attachment, which are USAF Depot
Level Reparables (DLRs) and DLA consumables.  The CFT plans to utilize Key Performance Indicators to measure and incentivize awardee’s performance to meet critical goals in support of the warfighter mission.BackgroundCurrently, Oxygen Sensor LRU equipment is overhauled by the 550th CMMXS, the supply chain for these parts is managed by the 423 SCMS at Tinker AFB. The maintenance activity uses OEM-sourced part kits, however many of the parts included in the kits are never used. The Tinker Depot and SCM squadron are experiencing quality concerns over part traceability due to bulk kit packaging, which in turn is also causing a buildup of excess parts during the repair process.The current support method includes DLA managed kits containing various components and quantities bulk packaged in 1 kit to support a build of up to 20 units for both 100% and non-100% replacement parts. The current kiting approach is causing excess material, material waste, increased costs, and storage issues at the Depot. The objective of this strategy would be to support any and all material needed at the LRU level as the asset goes through the repair process at the depot, eliminating the excess issues.Issues and ConstraintsThe current kitting approach for oxygen sensors is causing excess material, material waste, increased costs, and storage issues at the Depot. Currently the MX Production Support Technician (PST) is required to breakdown kits into individual “shop kits” of 100% parts and stock remaining items in parts bins on the shop floor. The Non-100% replacement parts are causing increased storage and material waste. There are also quality concerns over part traceability due to bulk kit packaging.Developing StrategyThe objectives of this Long-Term Support Strategy are to: (1) Improve current LRU material management and support as the end item goes through depot to include kitting and piece part supportability; (2) Eliminate current and future excess material build-up at depot; and (3) Improve demand planning and forecast collaboration.Under a Long-Term Support Strategy, end item sustainment as an integrated package based upon output measures, specifically availability and reliability, rather than input measures, such as parts and technical services will be purchased under the control of a single product support integrator for accountability. Flexible sustainment, incorporating direct vendor delivery, reliability-centered maintenance, and potential public/private partnering and teaming may be needed to achieve mission support objectives outlined above.The CFT is asking for feedback from industry representatives regarding the Long-Term outcome support for Oxygen Sensor kits and subcomponents through the construct of a US Air Force (USAF)/DLA contractual relationship. The CFT is looking to industry to help shape the strategy of this effort through their open comments/feedback on the topics/questions below.Questions:1. This strategy is seeking LRU material support, to include any and all needed material, does your company have the capability to support these assets?6. Currently, buildup of excess material on non-100% replacement parts are of major concern, how would you eliminate the current buildup of excess material being stored at the depot and eliminate on hand excess moving forward?7. An oxygen cleaning and packaging process that follows SAE ARP1176 “Oxygen System and Component Cleaning” and packaging to SAE AIR5742 “Packaging and Transportation of Oxygen Equipment” is completed to support the current material. Does your company have the capability to meet the required outcome detailed here above?8. A potential piece of this program is to establish some level of a Public Private Partnership (PPP). What experience do you have with PPPs and how can that experience assist in providing solutions to the Oxygen Sensor issues described above?9. How many suppliers/manufacturers does your company purchase Oxygen Sensor LRU parts from?a. How many of these suppliers/manufactures have long-term supply agreements with your company?b. What is the average lead-time with these suppliers?10.
