Notice of Intent to Increase Ceiling on N66001-18-D-0075

Naval Information Warfare Center (NIWC), Pacific (NIWC Pacific) intends to award a sole source cost-plus-fixed-fee contract modification to increase the contract ceiling by an estimated $25,000,000 on N66001-18-D-0075, awarded to KOAM Engineering Systems, Inc. (KES). Authority for other than full and open competition is 10 U.S.C.2304(c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This contract provides end-to-end system design, engineering, integration, production, deployment, and life cycle support for DOD and Navy Qualified systems to Government customers. While most of our work addresses the Navy’s requirements, we actively support Marine Corps, Coast Guard, Army, and Air Force programs in addition to other government agencies, such as the Department of Homeland Security of which frequently call on our C4ISR expertise. The current contract will expire 15 April 2022. The applicable North American Industry Classification Systems (NAICS Code) is 541330. This notice of intent is not a request for competitive proposals. However, all inquiries received within 15 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
