NNSA under _Acquisition Management, NA-APM-123.2 is conducting market research to identify sources that have the combination of experience in developing a target system that is semiautonomous, can navigate difficult terrain free of a track, can interface with other targets, can obey established boundaries, can detect and avoid obstacles, can react in a way that enemy combatants might typically behave when being fired upon during a live-fire scenario, and can be easily set-up and controlled by one person.Below are the characteristics of the __ Autonomous Robotic Target Systems (ARTS)___ requirement:Target Realism –  contains a 3D target mannequin (4’1” to 5’9” tall) that is affixed to a four-wheel, all-terrain base station that is heavily armor-plated;Ballistic Protection – The base station has been tested extensively using 5.56mm and 7.62 ammunition;Operating Terrain – Optimized to perform in a multitude of environments such as doorways, pavements, packed dirt, grass, loose dirt, tall
grass, short brush, sand, gravel, slopes, and minor curbs and holes.Trackless and fully autonomous – utilizes a GPS and a scanning laser range finder for navigation so the robots can drive themselves without an operator for up to 20 miles and walking/running speeds up to 11 mph;Obstacle avoidance – can navigate around unexpected static obstacles taller than 2 feet and has the ability to avoid collisions with one another even when given deliberately intersecting paths in an open area andAudio – comes equipped with onboard speakers that will make an audible sound (scream) when hit; for example, the Robotic Target will “flinch” by exhibiting rapid shakes of the mannequin to reflect a bullet wound;Lighting Conditions – can operate in all lighting conditions (day and night), indoor lighting, and complete darkness;Indoor/Outdoor – can move seamlessly between indoor and outdoor environments during small-arms live fire training;Out-of-line-of-sight operations – can operate out-of-sight of the operator such as behind natural features or buildings or in GPS-denied environments (indoors, urban environments, thick tree canopy, etc.);Artificial Intelligence Driven Behaviors: can simulate how an enemy fighter or a combination of fighters might move or react during a live-fire situation, including specification of speeds or random speeds within a defined area;It can be programmed to act as standing targets, pop-up targets, or moving targets;It can also be programmed to perform tasks such as patrolling in formation, scattering to cover, chasing other fleeing targets, attacking a position using bounding techniques, or be programmed to act as a single robotic opposing force.Command & Control – includes one or more communication range extension kits and command & control laptops which allow the robotic targets toHit Detection & Hit Indication - comes equipped with built-in sensors that can detect shots from all directions and can distinguish between head/spine shots and body shots; when the target is shot, the real-life mannequin target is quickly lowered to register a direct hit and resets itself to the raised position automatically;Transportability – is easily transportable and can easily interface with one another, including static, or other non-moving targets;Peeking – can lean or “peek” from cover to expose just the head and shoulders to simulate real life threats that peek from cover before fully exposing themselves; andMaintenance – can autonomously navigate itself back to a safe zone where technicians can perform maintenance and repairs if needed.                                                        Description of ARTSItem #      Description       Unit of Issue00001    Robotic Targets           Kit00002    Smart Static targets     Kit00003    C2 Command Systems    Kit00004    Communications Range Extension  Kit00005    Directional Downlinks  Kit00006   Smart Range Trailers   Kit00007   Other: Spare Parts Consumables Package                                                                                                      Basic Support/Training (1 Year)             Extended WarrantyPlease submit the following information:Name and address of company and or companies (if there is a teaming arrangement or joint venture)Technical expertise relevant to the requirementTechnical approach relevant of the requirement (only if necessary).Management approach relevant to the requirement (only if necessary).Corporate experience relevant to the requirementRelevant  past performance, including:• Contract name• Contracting Agency or Department• Yearly contract value (in $$)• Period of performance• Description of work and how it relates to the requirementsSubmission requirements:1.
