Part of this agreement consists of modernizing the equipment and technological resources of canine units, through the provision of canines.The National Civilian Police/Antinarcotics Division/ Canine Department (PNC/DAN/K9) currently doubled their number of K9 teams from 18 in April 2021 to 48 presently. So INL in support of the K9 unit expansion is addressing the lack of resources to cover the ports of entry, and providing canines, resources, and training to improve the K9 unit performance, combat TCOs, and improve citizen security. The following factors shall be used to evaluate quotes: Factor 1:Technical: The technical factor focuses on the specifications as detailed in the SOW for K9’s and is more important than price and delivery. Factor 2:Delivery: Leadtime and delivery of canines is more important than price but less than technical acceptance. Factor 3:Price: The contracting officer has determined that there is a high probability of adequate price competition for this acquisition. Factor 1 is the most important, Factor 2 is more important that Factors 3. The non-price factors when combined are significantly more important than price. Award shall be made to the Offeror whose offer is determined to be the best value to the Government based on a trade-off among the price and non-price factors.
