Scope of Work: The Scope includes the furnishing of all labor, materials, equipment, services and incidentals required for the deployment of an Adaptive Traffic Control System (“ATCS”) and fiber optic network per Contract Documents for the Highway Construction and Engineering Division. The Project is located along two (2) roadway segments, per the Special Instructions for Vendors. Goal Participation: This solicitation includes participation goals for Broward County certified County Business Enterprises. Refer to the Special Instructions to Vendors and the Office of Economic and Small Business Development Requirements section for additional information. Certification Requirements: The Vendor shall possess Florida Department of Transportation (FDOT) Certificates of Qualification for certain work class (including any specified State registration, if applicable). Refer to Special Instructions to Vendors for additional information. Basis for Award – Total Bid Award: It is the intent of the
County to award this contract to the lowest responsive, responsible bidder by total bid price. A bidder MUST bid on all items to be considered for award; otherwise, the group will be construed as incomplete and may be rejected. Bid Allowance Amounts: This solicitation includes a pass-thru allowance. It is not necessary to add your allowance amounts into your bid prices. Periscope S2G will automatically add the allowance amounts indicated to your bid total and will be reflected on the final bid tabulation. Bid Guaranty: Each submittal shall be accompanied by a bid guaranty, or other acceptable alternative, in an amount equal to five percent (5%) of the bid amount (Refer to Bid Guaranty, Performance and Payment Guaranties, and Qualifications of Surety Requirements). Surtax: Pursuant to Section 212.055(1), Florida Statutes, and subject to approval by a majority of the electors of Broward County voting in a referendum at the General Election on November 6, 2018, there is hereby levied, for a period of thirty (30) years, commencing at 12:01 a.m. on January 1, 2019, and expiring at 11:59 p.m. on December 31, 2048, a one percent (1%) Charter County and Regional Transportation System Sales Surtax ("Transportation Surtax") on all transactions taxable pursuant to Section 212.054(2), Florida Statutes, subject to certain exceptions as further provided by Florida law. Surtax is applicable to this solicitation. Refer to Special Instructions to Vendors for additional information. Note to vendors: If choosing "Download Bid Packet", the packet will not automatically include the following attachments: Contract Plans. Questions and Answers: The County provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through Periscope S2G by the date and time referenced in the solicitation document (including any addenda). The County will respond to all questions via Periscope S2G. Submittal Instructions: Vendor MUST submit its solicitation response electronically and MUST confirm its submittal in order for the County to receive a valid response through Periscope S2G. Refer to the Purchasing Division Website or contact Periscope S2G for submittal instructions. It is the Vendor’s sole responsibility to assure its response is submitted and received through Periscope S2G by the date and time specified in the solicitation. The County will not consider solicitation responses received by other means. Vendors are encouraged to submit their responses in advance of the due date and time specified in the solicitation document. In the event that the Vendor is having difficulty submitting the solicitation document through Periscope S2G, immediately notify the Purchasing Agent and then contact Periscope S2G for technical assistance. For your convenience, bids will be opened and live-streamed via Cisco Webex Monday through Friday at 2:01 p.m. Joining the Webex meeting will allow you to view the vendors responding to each bid and the bid amount submitted from each vendor.
