HOW TO RESPOND:  Capability Statements are due on February 16, 2022 by 12:00 am CST via email to dhalquister.eichelberger.civ@army.mil.  Interested firms must demonstrate their ability to perform the requested services by submitting a brief capabilities package expressing interest.  This documentation shall identify, at a minimum:Capability StatementsName of CompanyBusiness TitleCage Code and DUNS numberEmail Address and Phone Number andCompany’s business sizeCapability Statements expressing interest and the Relevant experience will describe how your company will meet all the requirements described in the PWS (no more than five pages in length, single-spaced, 12-point font minimum).   The capability statement will also include whether a transition period will be required. If so, how long?A response to this Sources Sought will not be considered an adequate response to any forthcoming solicitation announcement. 
The Government WILL NOT provide a debriefing on the results of the survey.  No reimbursement will be made for any costs associated with providing information in response to this "sources sought" notice or any follow-up information requests.  All information submitted will be held in a confidential manner and will only be used for the purpose intended.Enterprise Resource Planning (ERP) services support shall include operations support for functional and business process activities, responding and adapting to technology changes.  The Contractor shall provide support for business systems analysis, analysis for the development, implementation and sustainment of various IT initiatives and telecommunications activities.  The Contractor shall also provide application lifecycle management support, including business recommendations and solutions that positively affect Army logistics business systems. The Contractor shall have knowledge of the AMC industrial and fixed installation/base logistics functions typically performed at various Army post/camp/stations. The Contractor shall have knowledge of the following Government systems/applications: LMP, AESIP, GFEBS, and GCSS-Army.The Contractor shall participate in work groups, Integrated Product Teams (IPTs), and meetings to address HQ AMC activities.  The Contractor shall report all actions, findings, and recommendations in the required documentation, as directed by the Government.The Contractor shall provide a functional analyses of logistical records from Army and Department of Defense (DoD) databases and automated systems to determine the comprehensiveness and accuracy of the data that is utilized to (a) format data elements, (b) prepare decision support information tools, and (c) collate, merge and integrate data from various systems, to include LMP, AESIP, GFEBS, and GCSS-Army to meet the varying workforce needs. These systems include the readiness for logistics, maintenance, training, force management, accountability and finance.The Contractor shall utilize the SALE architecture standards for data integration, migration, and interface support. The Contractor shall analyze data architecture and provide input and recommendations for improvement to technical support working groups. The Contractor shall submit review military standards and specifications and perform analyses, conduct plans and validation certifications, and review and evaluate commercial publications and prepare draft supplemental data. The Contractor shall, draft proposals to align Army product data requirements with the SALE architecture defined by the Strategies, Architectures, and Standards Group (SASG) in compliance with Office of the Secretary of Defense (OSD) architecture framework, Business Enterprise Architecture (BEA) and Army mandates for the lifecycle management of Information Technology (IT) logistics system.PRESENTATION/EXHIBIT DEVELOPMENT, DATA ENTRY, AND CONTENT MANAGEMENT SUPPORT. The Contractor shall provide support to the Enterprise Resource Planning (ERP) Governance forums.  The Contractor shall perform research to gather logistics information that will be used by the ERP Governance forums for analysis, prioritization, and workload management. The Contractor shall prepare, maintain, and distribute charts, reports, spreadsheets, and documents to the ERP Governance forums. The Contractor shall post Government-approved reports and logistics information to identified data repositories and Knowledge Centers. The Contractor shall prepare and deliver government memorandums. The Contractor shall send out Government-approved notifications regarding maintenance and outages for the requirements management solution.INFORMATION MANAGEMENT PROJECT/PLANNING SUPPORT. The Contractor shall provide HQ AMC project management services and apply industry best business practices in project management. The Contractor shall execute required application support services within the specified cost, schedule and performance parameters of the individual projects/programs and applicable work directives. The Contractor shall perform a variety of project planning activities:  Project Planning; Project Scheduling, Work Breakdown Structure, Task Breakdown, and Project Maintenance/Sustainment; Project Change Control; Project Issue Tracking; and Risk Management.​​​​​​​STRATEGIC AND TACTICAL OPERTIONS SUPPORT. The Contractor shall review, analyze, and make recommendations on strategic and tactical options for improved management and performance of the organizational mission and its enterprise requirements. The Senior IM/SME support personnel shall have the experience and education required for tasks assigned, including:  10-plus years of management experience in disciplines in business process, management, systems analysis, information technology/management, strategic direction, capital planning, and project management. The Contractor shall have demonstrated knowledge and expertise in Army Maintenance and Manufacturing activities; LMP; GCSS-A; MES; PDM; AESIP; GFEBS; ASRS; MTMS; AIT; and other systems identified by the Government.​​​​​​​USER ACCEPTANCE TESTING (UAT). The Contractor shall provide User Acceptance Test (UAT) services that include an objective and independent assessment of software product implementations and related processes throughout the project lifecycle.  The Contractor will work with Subject Matter Experts and Stakeholders to develop Test Cases and Test Scenarios, define Test Bed requirements, and to execute Testing tasks.​​​​​​​MANUFACTURING INTEGRATION AND INTELLIGENCE/BUSINESS INTELLIGENCE/BUSINESS OBJECTS. The Contractor shall provide services that include the integration of business process requirements of specific functional area(s) into the enterprise level solution. Conducts structured interviews, focus groups, documentation reviews and meetings with technical personnel to analyze system requirements and risks. Works with functional staff members to analyze specific application design and data requirements.​​​​​​​ADDITIVE MANUFACTURING DIGITAL THREAD/LOGISTICS PRODUCT DATA MANAGEMENT (LPDM) SUPPORT. The Contractor shall review, analyze, and make recommendations on strategic and tactical options for improved management and performance of the organizational mission and its enterprise requirements in support of additive manufacturing. The Contractor shall have the experience and education required for tasks assigned, including:  management experience in disciplines in business process, management, systems analysis, information technology/management, strategic direction, capital planning, and project management. The Contractor shall have demonstrated knowledge and expertise in delivering new capabilities and solutions in support of the Army’s Additive Manufacturing (AM) activities.  The Contractor shall perform Operational support for deployment of AM to include the data management via the Digital Thread and integration with LPDM and SALE/Product Lifecycle Management.​​​​​​​​​​​​​​PRODUCTION ACTIVITY CONTROL AND DATA QUALITY MANAGEMENT. The Contractor team shall have strong knowledge and background in Industrial Base Operations, Manufacturing Resource Planning (MRP), Master Data Management (Work Centers, Bills of Materials, Routes, and Material Masters), Production and Purchase Order Management, Complex Assembly Manufacturing Solution (CAMS) shop floor operations, and Capacity Requirements Planning in the Logistics Management Program (LMP) solution. Additional skills include personnel strong in data analytics.
