This is a Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUB Zone small businesses; service- disabled , veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The NAICS code for this Small Business Sources Sought notice is: 541990 All Other Professional, Scientific and Technical Services with a size standard of 15.0 is to be considered. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization
that is not considered a small business under the applicable NAICS code should not submit a response to this notice.The National Institutes of Health (NIH), National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses and/or HUB Zone small businesses capable of serving the needs identified below.This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research.BackgroundGenetics Home Reference (GHR), a program of the National Library of Medicine at the National Institutes of Health, is an online resource that provides balanced and reliable consumer-friendly information about the effects of genetic variations on human health. The GHR website (http://ghr.nlm.nih.gov/) contains plain-language summaries of almost 600 genetic conditions, more than 800 genes, and an extensively illustrated handbook that outlines the fundamentals of human genetics. GHR also offers links to other trusted material on the web that provides foundational information to users.GHR is one of the Library's most relied-upon resources, with a 2016 average of more than 3.3 million page view and 1.7 million users per month. With this high public visibility, timely review of existing topics and efficient development of new topics are essential elements in maintaining an accurate and useful website. With the huge explosion of genetic information and the clinical consequences associated with the completion of the Human Genome Sequence, GHR could enhance its public offerings through the skills and resources of a patient advocacy group with broad membership and strong relationships to primary subject matter experts (SMEs). The professional services to be provided will increase the efficiency of content development for the GHR website. The deliverables will include alerts from the relevant disease advocacy community that will help GHR keep its information accurate and up-to-date. The services provided through this contract will build on existing processes, templates and documentation established and refined over the past 6 years (See Appendices 1 and 2). The deliverables created will include "Alerts" from the relevant disease advocacy community, requested and tracked by the contractor. These Alerts will hlp Genetics Home Reference keep its disease-specific information for the public up-to-date. ObjectivesThe Genetics Home Reference (GHR) project of the Lister Hill Center requires professional support services from a Patient Advocacy Organization with members who represent a large number of rare and common genetic disorders. The professional services needed require an organization with a proven track record of creating and disseminating educational materials on genetics and genetic disorders to the public who can:• Involve their disorder-specific member groups to alert GHR to specific, mission critical information about conditions, genes, and other GHR-related content via a protocol-specific template developed through this contract• Identify and coordinate appropriate subject matter experts (SMEs) from their disorder-specific member groups' scientific boards and establish and document the SMEs' collaboration in the GHR content-review process.Project RequirementsRequired TasksProvide Genetics Home Reference staff with "alerts" when important new information is available about conditions, genes, and other information currently available on the Genetics Home Reference website to help project staff keep the site content up-to-date. Appropriately credentialed contractor staff will solicit, coordinate, and prepare information obtained from disorder-specific member groups and those groups' scientific advisory boards using previously developed processes and template documents. Contractor will assess the accuracy and applicability of Alerts and submit them to project staff using the established work flow process (Appendix 1) and available template (Appendix 2).The contractor will contact member groups regularly to request new Alerts and will follow up with member groups to maximize participation and ensure Alerts are received in a timely fashion. Details of these contacts and follow-ups will be tracked via spreadsheet or similar mechanism as detailed below under Deliverables. The contactor will ensure that each part of the task is completed on time and is of high quality.Anticipated Period of PerformanceThe purchase order period of performance will be for a 12-month period from the date of award, with two (2) one-year option periods, if exercised. The anticipated award date is expected to be on or around September 15, 2017. Other Important ConsiderationsThe proposed acquisition will be procured in accordance with the policies and procedures under FAR 12.6, Streamlined Procedures for Evaluation and Solicitation of Commercial Items and FAR 13, Simplified Acquisition Procedures. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. This Sources Sought Notice is not a Request for Quotes (RFQ), nor is an RFQ available.Interested firms responding to this Sources Sought Notice must adhere to the following:(a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages.(b) The capability statement must identify the responder's: small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses.
