The purpose of this RFQ amendment is to answer vendor questions. The following information is hereby incorporated into solicitation 36C24419Q0533: 1. Vendors submitted the following questions. The government has provided a response to each question. A. Page 4 under "Qualifications", first paragraph: Contractor must have a minimum of five (5) years experience working in/with the U.S. Government in communication matters and/or communication policy. Is this qualification firm? Meaning, if an interested vendor such as myself does not have 5 years experience working with the government, should I not submit? Yes, the qualifying criteria of five (5) years experience working in or with the U.S. Government in communication matters and/ or communication policy is a firm requirement for submission. B. Is this a new requirement? If not, who is the incumbent? Information about current and previous government awards is publicly available at the Federal Procurement Data System site:

No; however, contractors are strongly urged to limit their submissions to underscore the technical capabilities most relevant to this particular requirement as defined in the Statement of Work. D. Are we allowed to provide creative sample work and if so, will it count against the page limit? Yes, contractors may provide creative sample work that demonstrates their capability to perform this particular requirement as defined in the Statement of Work. There is not a page limit for the quote. However, contractors are strongly urged to limit their submissions to underscore the technical capabilities most relevant to this particular requirement as defined in the Statement of Work. E. Would the government consider work performed in the course of developing forms and training for a federal agency a "communication matter/communication policy effort? Yes, as long as the contractor can provide three past performance references which are determined to demonstrate their experience with requirements of similar scope performed within the last five (5) years. F. Would the Government consider work performed editing and proofreading scientific and technical products for a federal agency, including graphics, charts, and tables "communication matter/communication? No, the qualifying criteria requires experience in developing original content rather than reviewing and revising work created by others. G. Will the Government consider proposals from a small business joint venture which utilizes the skills and experience of a firm involved in federal communication matters/communication policy matters and that of a firm extensive graphic design - particularly newsletters, annual reports, and other customer-facing communication efforts for commercial industry - including Fortune 500 firms? No, the government is not accepting submissions from joint ventures or contractor teaming arrangements in response to this solicitation. H. Does the Government anticipate cost reimbursement for vendor/contractors' travel to Wilkes Barre under this RFQ? No, the work and review must be performed virtually (as stated in SOW Section A.8.); as such, there is no requirement for the contractor to travel to the Wilkes-Barre VA Medical Center. I. You have the quarterly newsletter, annual report, miscellaneous contract hours listed 4 times in the Word doc but it s a total of 4 quarterly newsletters, 1 annual report and miscellaneous graphic materials in 1 calendar year correct? Yes, each contract year includes three (3) line items, which indicate estimated quantities for one year: 1] no more than four (4) quarterly newsletters 2] no more than one (1) annual newsletter 3] no more than forty (40) miscellaneous contract hours This solicitation requests that contractors submit pricing for one (1) base year and four (4) possible one-year option periods, as indicated in the Price/ Cost Schedule that appears on pages 6 through 9 of the solicitation. . J. We don t have prior experience working with the government: Contractor must have a minimum of five (5) years experience working in/with the U.S. Government in communication matters and/or communication policy. So if that s a must then we can t bid on the project. The qualifying criteria of five (5) years experience working in or with the U.S. Government in communication matters and/ or communication policy is a firm requirement for submission. K. Whether companies from Outside USA can apply for this? Whether we need to come over there for meetings? Can we perform the tasks (related to RFP) outside USA? There are no geographical requirements for performance; however, the government is not accepting responses from foreign companies in response to this solicitation. L. Can we submit the proposals via email?
