SummaryThe City of Norfolk (“City”), Norfolk Public Schools (“NPS”), Norfolk Employees’ Retirement System (“NERS”), and Norfolk Economic Development Authority (“EDA”) (collectively “Audited Entities” and individually “Audited Entity”) request qualified Certified Public Accountants (“Auditor” or “Contractor”) to submit proposals to perform financial audits for the Audited Entities’ fiscal years ending June 30th of each contract year. State law requires that an audit firm be selected by April 1, 2023 for the fiscal year 2023 audit.2. BackgroundThe Code of Virginia, Section 15.2-2511 requires all localities to have “all their accounts and records, including all accounts and records of their constitutional officers, audited annually as of June 30 by an independent certified public accountant in accordance with the specifications furnished by the Auditor of Public Accounts.” This section also requires the Auditor present a detailed written report to the local governing body at a public session by the following December 31. The written report is to be preserved by the City Clerk and open to public inspection at all times by any qualified voter.3.
