The upgrades are scheduled for the sites listed below. Meet all NCHSAA lighting standards (see link above) which are incorporated by reference herein and made part of this Request for Proposal. 3. If new poles are required, they should meet specifications to hold light fixtures and speakers. 4. It will be the responsibility of the contractor to remove and properly dispose of the existing light poles, lights, and panels. 5. The electrical contractor will supply new conductors to the poles, and install copper wire in the PVC conduits, if needed. 6. Locate underground lines if digging is to be performed. The owner will provide the location of irrigation lines (if applicable); however, the repair of underground utilities damaged during construction shall be the responsibility of the contractor. 7. Fencing damages or removal will be replaced by the contractor. 8. Damage caused to the existing site during construction must be repaired to its original state. 9. The contractor will coordinate all power related items with the local power company. 10. Sports lighting poles and structures are to be installed per the Wind Load Builders Code for Lincoln County. 11. The contractor will pay for and provide permits required by Lincoln County’s permit office to perform the scope of work. If stamped electrical drawings are required by Lincoln County’s Permit Office, the drawings should be included in the bid. 12. All trenches are to be filled and stamped thoroughly. All disturbed areas are to be re-seeded and covered with straw by the contractor. Concrete or asphalt that has to be crossed, must be repaired to its original state by the electrical contractor. All open trenches and hole boring shall be guarded/barricaded by the contractor during construction or installation. 13. The contractor is solely responsible for all job-site safety requirements. 14. All aiming of the lights are to be provided by the sports lighting manufacturer’s point by point photometric design. 15. A formal light test shall be conducted in the presence of the owner. Readings will be presented and must meet the required levels and uniformities set forth by the NCHSAA. 16. Lighting control systems must be installed to reduce glare and light spillover. 17. The LED lighting system shall be UL listed as a complete system. 18. The LED lighting system must have the capability for dimming and zone control. 19. The LED lighting system must have a web based remote facility management system. 20. The contractor must have after hour/weekend technical support available. 21. The LED lighting system should have a minimum of a 10-year warranty on all parts and labor. Extended warranty, if available, should be priced at 5, 10, or 15 years and shown separately in the bid submission. The contractor will train school staff, IT staff, and designated Administrative staff on the use of and all aspects of the lighting system. 23. The contractor will provide LED sports lighting references for projects completed over the last three years in North Carolina. 24. LED lighting systems that do not meet NCHSAA criteria after installation shall be upgraded at the contractor’s expense. 25. The contractor will be required to work around athletic schedules during construction and the retrofitting process. 26. The lighting systems must have lighting for spectator egress during a power outage and emergency evacuation (to be discussed at site visit). 27. Provide optional pricing for fan or entertainment lighting packages (colors and color changing) for football fields only. Contractors must schedule a site visit prior to bidding. The other forms will be completed once a bidder is selected. MBE/HUB forms - Please submit with your bid, either Affidavit A or Affidavit B, and if applicable, the Identification of HUB Certified Business Participation form. Affidavit C should not be submitted with the bid. Two Envelope Bidding All bids must be submitted using two sealed envelopes. Envelope #1 should contain the bid bond and relevant MBE/HUB forms. Envelope #2 should contain the bid and any additional information or documentation the bidder wants to provide. Each envelope must be clearly marked.
