THIS IS A REQUEST FOR INFORMATION (RFI)/Sources Sought (SS). This RFI/SS does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI/SS will be solely at the interested vendor's expense. Not responding to this RFI/SS does not preclude participation in any future Request for Proposal (RFP), if any is issued. This RFI/SS is to gauge interest in a follow on to Task Order W81XWH-08-D-0047-0028 which the Government plans to award a sole source contract to the incumbent contractor (Deloitte Consulting, LLP) to continue to provide services to support the U.S. Army Medical Command (USAMEDCOM) and the U.S. Army
Medical Research Materiel Command (USAMRMC), Fort Detrick, MD, with the Centralized Medical Materiel Management (CM3) implementation support to the Army Medical Logistics Enterprise (AMLE) for the period required for completion the implementation phase (up to 4 years reflecting a 12-month base and four 12-month option periods).The North American Industry Classification System (NAICS) for this requirement is 541614 (Process, Physical Distribution and Logistics Consulting Services) and the size standard is $15.0 Million.Award of the follow on Task Order is required to provide for the continuation of services and support the implementation deadline set forth in the 2017 National Defense Authorization Act (NDAA17) which directs the Defense Health Agency (DHA) to assume authority, direction, and control over Military Treatment Facilities (MTFs) for healthcare provision to the Army. The award date for the follow on Task Order or Contract is expected to be no later than 30 September 2018. A Justification for an Exception to Fair Opportunity (JEFO) supporting a sole source award to the incumbent contractor (Deloitte Consulting, LLP) will be posted in accordance FAR 16.505(b)(2)(ii)(D). Justification Authority for the JEFO will be 16.505(b)(2)(i)(C); the order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.Deloitte Consulting LLP is currently performing under Task Order W81XWH-08-D-0028-0047, which was awarded on 25 September 2015 for a total contract value of $1,398,878.40. A Task Order Proposal Request (TOPR) was sent to all 21 Contractors under the Tricare Evaluation, Analysis, and Management Support (TEAMS) Indefinite Delivery/Indefinite Quantity (IDIQ) Contracts; therefore, this Task Order provided for Fair Opportunity. This will be the first exception to Fair Opportunity citing the authority at 10 U.S.C. 2304c(b)(3) as implemented by FAR Part 16.505(b)(2)(i)(C).The operating environment and technological challenges for Medical Logistics has changed significantly in the past two years. Deloitte Consulting LLP has proven successful in providing the supplies or services required at the level of quality required. Deloitte Consulting LLP currently possesses the operational infrastructure of personnel who have proven their capabilities throughout current performance. Due to these capabilities, the Deloitte team has demonstrated that it can successfully meet and provide the required CM3 support in order to comply with the NDAA17 mandates. Thus, the Deloitte team has been critical throughout the entire development of the CM3 business process which Congress and the Army now require to be rapidly deployed at Fort Bragg, NC building toward a global implementation. The Army cannot afford to lose their critical knowledge base, established relationship across the enterprise, and excellent capabilities as the Military Health System undertakes its largest transformation in history.As stated above, the NDAA17 directs the DHA to assume authority, direction, and control over MTFs for healthcare provision to the Army. This logical follow-on will allow the Army to meet required implementation timelines as the Army will retain the responsibility to provide non-MTF readiness support, including Medical Logistics (MEDLOG) support to the Operating Force.After successfully validating the CM3 concepts supporting the Operating Force (along with the Deloitte partnership in support) through Business Case Analysis, Business Process Reengineering, and a Proof of Concept, MEDCOM and MRMC have set the conditions to begin implementation of Corps-focused MEDLOG. Corps-focused MEDLOG will build on the CM3 Proof of Concept while incorporating lessons learned and build Installation Clinical Engineering Sustainment Support Activity, initially at Fort Bragg, NC and Honolulu, HI. Together, MEDCOM, MRMC and Deloitte are working to achieve the next phase as outlined in HQDA EXORD 120-18 (Military Medical Treatment Facility transition to the Defense Health Agency) which directs MEDCOM to "BEGIN Initial Operating Capability (IOC) of CM3 no later than (NLT) 04JUN18 at Fort Bragg, NC; with the subsequent step to supporting all Operating Force units in order to achieve Full Operating Capability (FOC) NLT 1 OCT 18 in accordance with HQDA EXORD 078-17 and subsequent FRAGORDS."Under this logical follow-on, the Deloitte team's vast experience and knowledge will help implement this new business process and organizational structure which is required by the NDAA to be implemented across all of MEDCOM through Fiscal Year (FY) 22. Expanded implementation will be conditions-based and align with DHA's mandate to assume authority, direction, and control over MTFs in order to ensure the best support possible to the Operating Force. Eventually creating a Corps level, fully stocked warehouse with an Authorized Stockage List (ASL), to include CL VIII repair parts, managed by the expanded CM3 cell with the Clinical Engineering activity, managed by a senior maintenance manager, regularly manned with clinical engineering staff in order to ensure all medical devices/systems and Medical Equipment Sets (MES) maintain a 100% state of readiness and federal regulatory compliance focused on medical device safety. Ensuring these two core capabilities of Medical logistics will achieve this increased state of MEDLOG readiness, required clinical support to the warfighters, and safety.Only Deloitte Consulting LLP possesses the scope of knowledge and experience required to ensure USAMRMC and AMLE meets the FY22 NDAA deadline for full implementation across all of MEDCOM. In addition, due to the breadth and scope of knowledge required to continue implement the Proof of Concept, etc., to fully implement DHA control any subsequent follow on requirement (after this logical follow-on) must only occur after the completion of the critical migration to the DHA control. Only the incumbent can meet this requirement without unacceptable, costly, disruptive, and possibly destructive impacts.All interested Offeror that submits a response to this RFI/SS, shall submit a capability statement that describes relevant past performance based upon the size and scope of this requirement stated below. Contractors shall describe/outline company specific capabilities that match the size and scope stated below.This requirement will support MEDCOM and MRMC in implementing the Centralized Medical Materiel Management (CM3) business process to leverage current Army assets and establish Installation Medical Support Activities (IMSAs) for Class VIII, medical maintenance, and optical fabrication independent of the DHA. Under the follow on award, support services under the following specific tasks shall be provided:• Assist the AMLE Implementation Integrate unit-level MEDLOG with GCSS-Army effort to include repair parts. The contractor will assist with integrating and synchronizing efforts between this Operational Force line of effort and the systems development.• Assist the AMLE CM3 Implementation IPT with Medical Treatment Facility (MTF) Medical Materiel Management Centralization line of effort. The contractor will assist with integrating and synchronizing efforts between this line of effort and the Catalog Centralization line of effort and Operational Force Support Centralization line of effort.• Assist the AMLE CM3 Implementation IPT with MTF Operational Force Support Centralization line of effort. The contractor will assist with integrating and synchronizing efforts between this line of effort and the Catalog Centralization line of effort and Medical Materiel Management Centralization line of effort.• Assist analyzing, staffing of a Sustainable Readiness Model, documenting and implementing this concept to include the three lines of effort across the Total Force.• Assist the CM3 Implementation IPT with analyzing, staffing, documenting and implementing the CM3 concept that includes staffing and documenting information technology (IT) changes, building implementation timelines and monitoring progress against plan that includes metrics to determine our progress and potential areas for improvement. The Contractor will also assist with implementing the CM3 concept with doctrinal, policy, facility, and training changes across the AMLE.• Support the Director of Logistics project officer responsible for evaluating effectiveness and efficiency of Army OMA/OPA health care planning and programming for the operating force in the OMA/OPA POM focused on the Operational Force.• Perform analyses including evaluation of Army Medical organizational initiatives, Table of Organization and Equipment (TOE) force structure, trade-offs, and financial impact on health care delivery to the operating force. Projects all issues through the POM. Prepares documentation and justification to support program implementation and change. Prepares recommendations for program prioritization.• Assess possible risks and deficiencies of various alternatives in program direction. Develop projections by a variety of analytical techniques, such as cost benefit analysis, capital budgeting techniques, multiple regression and correlation analysis, financial forecasting, or risk analysis. Uses assessment to adequately project or determine affordability of proposed programs and alternative recommendations.• Identify resources and risks at varying levels of program operation working with AMEDD staff to research present and past budget related programs. Analyzes direction and success of those programs, and performs a thorough analysis of trends, program changes, results, and their effect on achievement of program objectives.• Analyze and formulate agency requirement for systems to support PPBE for a worldwide operational medical care program for the Warfighter. Work involves developing overall systems concepts for resources management systems database, providing input on systems design, defining new information requirements, and developing procedures and formats for timely and accurate reporting. THIS IS A REQUEST FOR INFORMATION ONLY to allow any potential sources that have the capability to support USAMEDCOM and the USAMRMC (in the timeframe required) to assist with three lines of effort to include (1) Support the implementation of the Centralized Medical Materiel Management (CM3) concept across MEDCOM, (2) support all Army MEDLOG Focused Readiness initiatives (Total Force), and (3) support Army Pre-positioned Stocks (APS), Depot, TLAMM process improvement initiatives. The aforementioned NDAA requires implementation to be completed in Fiscal Year 2022 with specific MTFs requiring full transition in FY19.The information provided in the RFI/SS is subject to change and is not binding on the Government. Release of this RFI/SS should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
