In addition to being a well-known tourist destination, the County has a diverse business community and a growing residential population. This Request for Proposals (RFP) will assist the County in selecting an experienced consultant, or team of consultants, to conduct a comprehensive and up-to-date IFFP and associated IFA study to determine appropriate impact fees for Fire/EMS, Sheriff, Commercial and Residential Water, Wastewater, Transportation (roads), Environmental Mitigation, and Parks and Recreation. The IFFP and IFA shall satisfy the requirements of Title 11, Chapter 36 of the Utah Code, “Impact Fees Act,” (Exhibit A) as well as other applicable federal and state laws. The County requires a thorough study and final report that evaluates County impact fees and associated facilities. This study will include a review of the County’s Facilities Master Plan, and must include the method of calculation, and documentation of relevant data in a manner that conforms to Utah State Code. Resultant IFFP and IFA should, where applicable and to the extent permitted by Utah State law, take into consideration Grand County’s large trail network, typical tourist (non-resident) use, and potential tourism growth alongside permanent resident growth. This RFP is part of a competitive procurement process which helps to serve the best interests of the County and its citizens. It provides each Respondent with a fair opportunity for its services to be considered. Throughout the remainder of this document said Respondent will be referred to as “Consultant”. 2. SCOPE OF WORK A. Consultant will provide a comprehensive IFFP and IFA study for Fire/EMS, Sheriff, Commercial and Residential Water, Wastewater, Transportation (roads), Environmental Mitigation, Parks and Recreation and Trails to Grand County based on the considered and continued growth and tourist popularity of the County, and in compliance with Utah State Code, Title 11, Chapter 36a, “Impact Fees Act,” (Exhibit A) within 90-120 days of contract acceptance and signing. B. Using the IFFP as a guide, calculate the impact fee schedule using the IFA; also, review the County’s current code, waiver and exemption requirements, study criteria and standards, etc. C. The impact fee analysis (IFA) Study shall, in accordance with Utah State Law: i. Determine the proportionate share of costs directly attributable to new development ii. Take into consideration, where possible and in accordance with state law, the growth of tourism and the impact to recreational trails iii. Calculate credits for future contributions iv. Calculate the maximum allowable impact fee D. Consultant will provide comparative analysis of all legislation, fees, and practices to determine and propose the most current best practices and regional practices. E. Consultant will prepare specific goals, objectives and policies that will integrate the recommendation from the previous sections into a plan of action. F. Consultant will conduct periodic coordination meetings with County staff and designees to review progress and discuss issues. G. Consultant shall present the completed plan for adoption to the County Commission at a regularly scheduled County Commission meeting, and deliver an accompanying summary designed and written to be understood by Description a lay person in compliance with Utah State Code. 3. PROPOSAL SUBMISSION REQUIREMENTS The following must be received by the proposal due date or firms will not be considered: A. Title page. Title page will show the proposal subject, the firm’s name, address, contact person, and the firm’s Utah State business license number. B. Cover letter. The cover letter should briefly state the proposer’s understanding of the work to be performed, commitment to perform the work, and statements as to why the proposer believes the firm is qualified to perform the required consulting. The cover letter should also include a statement that the offer is firm and irrevocable for 120 days. C. Qualifications. Submitted proposals shall include qualifications and experience relevant to the consulting work to be performed. Please comment on length of time engaged in similar projects and commitment to staff and firm continuity. D. Personnel qualifications. Provide sufficient information and related experience of personnel who will perform consulting services. Include any peer review reports and/or related letters of comment or recommendation. E. Provide sufficient detail about the firm’s approach to IFFP and IFA studies. Include procedures to be performed, by whom they will be performed, and tasks to be accomplished. F. Professional Service Work Sample. Respondent firms shall provide a relevant sample of work and/or a report the firm believes is representative of recent engagements. G. Fees, Billing and Payment. The firm shall provide with its proposal a total all-inclusive fee that shall include all costs associated with both the IFFP, IFA, and presentation to the Grand County Commission in an open and public meeting. 4. EVALUATION CRITERIA The following factors will be used when evaluating the proposals. Factors are not listed in order of importance. - Responsiveness to Request for Proposal specifications - Project Cost - Qualifications of firm - Qualifications and experience of staff to be assigned to project - References - Familiarity with Utah State Code and IFFP/IFA Processes in Utah 5. CONDITIONS OF AWARD A selection committee will evaluate submitted proposals. The County reserves the right to: 1) reject any or all proposals, or to make no award; 2) require modifications to initial proposals; 3) negotiate or 4) make partial or multiple awards. The County may award based on initial proposals received, without discussion of such proposals. If required by the County, certain consultants may be invited to make presentations to the evaluation team, planning commission and/or other County personnel as deemed appropriate. To the extent permitted by law, all documents submitted as part of the consultant’s proposal will be deemed by the County as confidential during the evaluation process, and until selection of finalists. There shall be no disclosure of any consultant’s information to a competing consultant prior to award of the contract. The contract shall be considered awarded only upon the effectiveness of official action of the County commission. 6. AMENDMENTS TO THE REQUEST FOR PROPOSAL The County reserves the right to amend the RFP by an addendum at any time prior to the date set for receipt of proposals. Addenda or amendments to this RFP will be sent via email to all firms who respond to this RFP. If revisions are of such a magnitude to warrant, in the County’s opinion, the postponement of the date for receipt of proposals, an addendum will be issued announcing the new date.
