Announcement: This is a solicitation announcement for a request for proposals to relocate the BLM Colorado State Office to our new facilities at the Denver Federal Center and to decommission all the remaining contents of the old building.Description: This will be a contract for relocation of the current Bureau of Land Management Colorado State Office (BLM COSO) building located at 2850 Youngfield St., Lakewood, CO to the Denver Federal Center, CO. This contract is for relocation to the new spaces and decommissioning of the current building to include disposal of remaining furniture and office furnishings. The current occupants are from multiple government (federal and state) agencies and include an operational fire coordination center.POP: 30 January - 30 April, 2023Note: Attachment 1 Statement of Work - is currently going through some final edits. Will be out in an amendment shortly.Pre-Bid Site Visit: Three hour blocks have been scheduled for pre-bid site visits on the three days
below. Show up a few minutes early to the front desk and get checked in. You only need attend one of these and they are not mandatory. However, it is unlikely you will be able to understand the full scope of work and put together a competitive proposal without knowing the layout of the building and the amount of material to be moved. This is a complex project with a lot of moving parts, i.e., multiple stakeholders, multiple buildings, multiple stages, differing activities. Flexibility will be and important factor to success.- Tuesday - January 3rd - 1300- Wednesday - January 4th - 0900- Thursday - January 5th - 1300Services: The Contractor shall furnish all labor, supplies, packing, protection, transportation, and services required for the relocation of boxes, file cabinets, chairs, peripheral items (e.g., monitors), equipment, and associated furnishings from 2850 Youngfield St. Lakewood CO 80215 into spaces located at Buildings 40 (2 stories with elevator), 1A (1 story), or 810 (1 story, loading dock), Denver Federal Center (DFC), Lakewood, Colorado. The current space is a 63,000 square foot, 5 story, office space located approximately 15 minutes from DFC.This contract includes moving a large file area (approximately 2,000 linear feet) similar to a library located on the first floor which constitutes the BLM COSO Public Room. There is also a miniature library of files on the third floor (approximately 200 linear feet). The remainder of the files in the building will be relocated to a High-Density Storage System in boxes or bins which will be up to 25,000 linear feet (approximately 1500 boxes). Most or all the systems (cubicle) furniture will not be moved but left behind for the decommissioning phase which is also within scope. Upon completion, the current building will be empty of all Government property and contents. An optional line item will include sweeping and/or vacuuming all floors to remove remaining debris.Schedule: Disassembly and dismantling of equipment may start as early as 30 January. Relocation will begin February 17, 2023 to early-March, potentially in stages, dependent on furniture installation dates. The Fire Coordination Center and the Public Room will be moved in mid-February due to logistical constraints. After this large open 1st floor area is cleared, it may be used as a staging area for the other rooms. The rest of the facility will be moved at the same time or later based on the furniture installation dates. The decommissioning of the current building and disposal of all remaining items will occur subsequent to the move and will be completed in 4-6-weeks. There is a loading dock at the current facility, a medium sized elevator, a smaller elevator, but no freight elevator. The final date for having the building cleared of all Government furnishing, cleaned and ready to turn back over to the owner is 30 April. Overtime is authorized for Government personnel to monitor and escort if the contractor desires to work the weekend of Feb 18th including Sunday and Monday (President's Day).Basic Contracting Requirements:1.
