antibid-rigging regulations pertaining to work associated with this project, and will be required to submit an executed non-collusion affidavit with the bid. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same.
The Project Work includes approximately 6,000 linear feet of new two-lane bituminous-paved roadways, consisting of an extension of Walnut Street as SR 1050 from the U.S. 30/Walnut Street (SR 23) interchange to a roundabout intersection with an extended Ben Franklin Boulevard (which will connect to Greenfield Road).
Construction will include substantial earthwork (mostly off the existing road network), a new 167-foot-long, 54-foot-wide steel bridge, a roundabout, a segment of the Greater Lancaster Heritage Pathway trail, a trailhead and parking facility, new traffic signals, stormwater management facilities, lighting, and other miscellaneous features.
The bid will be for furnishing all labor, materials, supervision, and services associated with the Project Work. All work is to be in conformance with Pennsylvania Department of Transportation Specifications Publication 408 and the Project Bidding and Contract Documents.
Pre-qualification of bidders, as specified in Section 102.01 of Publication 408 is required on this Project.
Bidders must be pre-qualified by the Pennsylvania Department of Transportation pursuant to 67 Pa. Code Chapter 457, Prequalification of Bidders. The Project Work is funded through state funding sources and will have PennDOT Inspection Oversight. Bids will be accepted until

tm. Each bid shall be accompanied by a bidder’s bond, certified check, or cashier’s check, in favor of
High Properties, a Pennsylvania Limited Partnership in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by High Properties, a Pennsylvania Limited Partnership. All bidders must be PennDOT pre-qualified and must complete the non-collusion affidavit contained within the bidding and contract documents.
This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the PA Prevailing Wage Rates determined for the project as stated in the Contract documents. Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder; however
High Properties, a Pennsylvania Limited Partnership reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law.
No bidder may withdraw a bid after the actual date of the opening thereof.
