Bid Title:Request For Proposals: Unified Development Ordinance Comprehensive Update Category:Overall BidsStatus:Open Description: The Town of Morehead City (“the City”) is seeking proposals from qualified, professional firms with expertise in researching, evaluating, writing, and consolidating development regulations to conduct services as described in the Scope of Services section of this proposal, to include completion of a comprehensive update to the City’s Unified Development Ordinance (UDO).PurposeIn 2001, the Morehead City zoning ordinance and subdivision ordinance were combined into the City’s Unified Development Ordinance. Although the UDO has been amended numerous times, it has not received a comprehensive update since its initial adoption in 2001. Morehead City has recently undertaken a comprehensive planning process to update its comprehensive land use plan. The resulting document, “The Morehead City Plan 2032”, contains a recommendation to update Morehead City’s UDO. The
purpose of this project is to undertake a comprehensive code evaluation and comprehensive update of Morehead City’s UDO for the first time in over two decades.Community ContextMorehead City is located in the heart of the Crystal Coast and has the largest population of any municipality in Carteret County. According to the 2020 Census, the population of the Morehead City corporate limits was estimated at 9,556 and the population of the extraterritorial jurisdiction (ETJ) was approximately 7,069. The area encompassed in Morehead City’s planning and zoning jurisdiction is approximately 17.6 square miles, 155 acres of which is contained in parks.Serving as the economic hub of Carteret County, Morehead City provides the most diverse year-round opportunities for residents and visitors alike. The economic mainstays include: Carteret Healthcare hospital and the health industry; Carteret Community College; the marine science community which includes the NC State Center for Marine Science and Technology, UNC Institute of Marine Sciences, NC Division of Marine Fisheries and NC Division of Coastal Management; a variety of industry including businesses located in the Crystal Coast Business Park; a myriad of retail and restaurant businesses which includes chain stores/restaurants and small businesses; and a charter and recreational fishing fleet.Morehead City’s Downtown Morehead City, Inc. is an accredited Main Street AmericaTM program and was a 2017 Great Mainstreet award recipient. Each year, the North Carolina Seafood Festival occurs in downtown Morehead City as does The Big Rock fishing tournament. Morehead City is also home to the Morehead City Marlins Coastal Plain League summer collegiate baseball team.One of the two seaports in North Carolina is located in Morehead City. Norfolk-Southern provides rail access for freight to and from the NC Port over tracks owned by the North Carolina Railroad Company. Passenger train routes are currently accessible via an Amtrak thruway connecting bus service at the Morehead City Train Depot. The population and development/redevelopment in Morehead City is anticipated to surge in coming years as a result of the ongoing upgrades to interstate standards of future Interstate 42 (portion of Highway 70 between Raleigh/Garner and Morehead City).
