ADVERTISEMENT FOR BIDS VILLAGE OF SWANTON WASTEWATER TREATMENT FACILITY UPGRADE CONTRACT NO. 1 General Notice Sealed Bids for the construction of the Swanton Wastewater Treatment Facility Upgrade, Contract No. 1 will be received by the Village of Swanton via electronic mail until 1:00 PM local time on May 15, 2024. The project consists of constructing refurbishments and improvements to the Swanton WWTF and Foundry Pump Station. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form. The Project includes the following Work: The project consists of the construction and installation of a new steel framed structure and tertiary filter system, effluent pumping system, chemical storage tank, lagoon baffle curtain, and electrical distribution systems at the WWTF and Pump Station. Replacement of aged process equipment including two solids contact clarifier internals, aeration blowers, coarse air diffusion system, sludge pumps, and dewatering centrifuge. General site improvements will be completed including replacement of various process valves, HVAC upgrades, and internal finishing improvement to the control building. Obtaining the Bidding Documents The Issuing Office for the Bidding Documents is: Blueprints, Etc, 20 Ferrell Street, South Burlington, VT 05403, (802) 865-4503. Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 AM and 4:30 PM and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Printed copies of the Bidding Documents may be obtained from the Issuing Office at a non-refundable cost of $400.00 for each set, plus shipping. This purchase price includes a full set of Bidding Documents and an electronic copy of the Bidding Documents in portable document format (PDF). Alternatively, electronic only copies in portable document format (PDF) of the Bidding Documents are available for a non-refundable charge of $250.00, plus shipping. Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office’s receipt of payment, printed Bidding Documents or electronic documents on compact disk will be sent via the prospective Bidder’s delivery service. The shipping charge amount will depend on the shipping method chosen. Pre-bid Conference A pre-bid conference will be held at 10:00 AM local time on April 30, 2024 at the Swanton Wastewater Treatment Facility, 33 North Street, Swanton VT 05488. Attendance at the pre-bid conference is highly encouraged but is not mandatory. Funding and Project Procurement This project is funded in part through the Vermont Drinking Water State Revolving Fund Consequently, the following provisions apply to this WORK. 1. Bid Security in accordance with the Instructions to Bidders 2. Disadvantaged Business Enterprise (DBE) requirements 3. Performance BOND and Payment Bond each in the amount of 100% of the contract price 4. AIS (American Iron and Steel), provisions of P.L. 113-76 of the Consolidated Appropriations Act. 5. Federal Wage Rates as determined under the Davis-Bacon Act 6. Prohibition on Certain Telecommunications and Video Surveillance Services Equipment. Instructions to Bidders.
