Solicitation Description: PURPOSE:Lubbock Power and Light (LP&L) is a municipality that provides electric service to the City of Lubbock.   LP&L is seeking information to satisfy a need for an Electronic Data Interchange (EDI) service in support of the Oracle Customer Cloud Service (CCS) Market Transaction Manager (MTM) to the Electric Reliability Council of Texas (ERCOT). No award will be made based on the results of this process.   The second phase of this process, if approved, will be the issuance of a Request for Proposal, which will contain the terms and
conditions of the EDI Gateway required.  LP&L will be advertising for EDI Gateway software in 2021 to use in communication of data between LP&L, CCS, MTM,   ERCOT, and potentially, additional communication with ERCOT approved retailers.  SUMMARY OF REQUEST:LP&L is on track to join the ERCOT market as of June 2021; by approximately June 2023, LP&L expects to transition to a Transmission Distribution Service Provider (TDSP). LP&L will be implementing Oracle MTM within Oracle CCS and will need an EDI Gateway to transmit transactions to and from ERCOT, as well as to Retail Electric Providers. The number of transactions is unknown at this time. LP&L is issuing this Request of Information (RFI) to companies who provide EDI Gateway software and services in order to assist in LP&L’s preparation of developing a purchase specification.    RESPONSE DOCUMENTS:ONE original and ONE copy provided on a flash drive of the response, including any supporting documentation, are required. Responses should be submitted by November 3, 2020, @ 2:00 PM. LP&L reserves the right to consider late responses. The responses must be inside a sealed envelope or container when submitted.
