The California Department of Fish and Wildlife (CDFW) is a state agency under the California Natural Resource Agency. CDFW manages and protects the state¿s fish, wildlife, plants and native habitats. To effectively manage California's widespread wildlife resources while being responsive to the needs of the various constituencies that benefit from their continued well-being, the CDFW consistently monitors the
health of the resources under its care. One of the resource management tools is an established system of permissive resource use. To this end the CDFW developed and implemented the Automated License Data System (ALDS) to facilitate and manage permissive use through the sale of licenses and permits.

ALDS is the largest, most complex, and robust commercial, environmental and recreational licensing system in the US and Canada. The ALDS was designed and developed jointly between CA Department of Fish and Wildlife (CDFW) and our contract contractor, Aspira. The ALDS is a
custom solution built to meet the specific, unique and complex business requirements for recreational licensing in the state of California, as well as to continue to have the flexibility to make changes and comply with ever changing federal and state mandates, improve customer service and achieve the CDFW¿s business needs and vision. CDFW uses Aspira for offering recreation, occupation and professional licensure to the public and will be a viable solution for the next decade and beyond.

CDFW is in the process of planning for the next support contract for our Automated License Data System (ALDS). Our current contract expires 12/31/2021. This is a maintenance support contract for the system which includes 1,800 hours of enhancement annually as well as the support 1,300 IPOS machines, helpdesk and warehousing all licensing supplies and fulfillment of license products. Part of our planning includes extensive market research.

As part of our planning CDFW is conducting extensive market research in the predominantly hunting and fishing licensing arena with the ultimate goal to assess if there are contractors in today¿s market that would have the capacity to take on the M&O, continued enhancement and support all other services of our current contractor.
