Notice of Intent - Sole Source to Keysight Technologies

The First Responder Network Authority (FirstNet) Chief Procurement Office intends to negotiate with Keysight Technologies located in Santa Rosa, CA on a sole source basis under the authority of FAR Subpart 13.106-1(b), Soliciting from a single source, for providing Diagnostic Monitor (DM) Post Processing Tool.The tool is a desktop-based software tool that processes drive test data and Operations Support Systems (OSS) data file formats from many major measurement vendors.  It provides layer-3 drilldown and layer-2 messaging extraction.  The NAICS Code is 511210 - Software Publishers, with a Small Business Size Standard of $38.5 Million.FirstNet anticipates negotiating and awarding a firm-fixed-price purchase order to Keysight Technologies for this requirement.Interested parties who can demonstrate they could satisfy the requirements listed above for FirstNet must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.If competitive procedures are not used it is estimated that an award will be issued by 7/5/2017.
