requirement.Army Contracting Command – Aberdeen Proving Ground (ACC-APG) is seeking potential sources capable of procurement, supply chain management, manufacturing, delivering and contract logistic support in the provision of a government prescribed configuration of the CCEv4 and potentially other enterprise Interoperable baseband systems.  These radio systems are required to meet one of the initiatives of the Signal Modernization (SIGMOD) Program that will transform and augment the communication capabilities of Army’s Expeditionary Signal Battalions (ESBs) and extend the network to lower echelons via modular, scalable and interoperable equipment.The CCEv4 system provides the ability to implement Mission Partner Environment (MPE) interoperability concepts and Department of the Army (DA) Task Orders (TASKORDs) for information exchange and rapid technical integration with NATO and other coalition partners. The CCE acts as an extension of the Tactical Network between U.S. Army units and their allied partners. CCE leverages an innovative Small Form Factor (SFF) technology design in order to provide integrated radio-bridging and voice across the Land and Mobile Radio (LMR) module or Radio Over Internet Protocol (ROIP). The CCE also provides a commercial transport for disaster relief operations. The CCE applies the same concept for mission partner integration to support first responders for their commercial communication equipment. The CCEv4 AN/TYQ-167(V)4 is primarily designed to support MPE.The CCE equipment consists of common commercial off the shelf (COTS) items used by various other Department of Defense (DoD) programs and supported by Original Equipment Manufacturer (OEM) warranty programs which extends reliability assurance via established maintenance procedures, repair capabilities and spares availability. COTS System shall go through the technical refresh process every 5-7 years. Technical refreshes are defined as complete system overhauls with upgraded components. The product is assumed to have a 15-year life and shall be removed from service after 15 years after fielding.The requirement is for approximately 1700 systems with a yearly production minimum of 90 to a maximum of 450. A summary of the system’s required hardware components is provided in the attachment of this RFI. Procurement of respective software licensing will be required.This effort is expected to include: the production/acquisition; integration; testing and delivery of all equipment; logistics and maintenance support (including repair); generation of logistics manufacturing data and/or documentation; configuration management; technology insertion; support to Government testing; obsolescence management, and potentially engineering support services (including technical refreshment) required to support the CCEv4 system.Responses:Only interested firms who believe they are capable of providing and supporting CCEv4 systems and Interoperable baseband systems that meet the Government's requirements are invited to respond.
