THIS IS A SOURCES SOUGHT NOTICE FOR THE UNITED STATES ARMY CORPS OF ENGINEERS (USACE), CHIEF INFORMATION OFFICER (CIO) G-6.This announcement is made by the US Army Corps of Engineers Center Support Activity (HECSA) and is part of market research efforts to assess industry capabilities that will best address the Government’s need with regards to the qualified potential contractors to provide support and services to manage the complete life cycle of the USACE radio communications mission.  This action is to support the recompete of current USACE contract W912DY16D0021.  The Government in coordination with the contractors shall collectively provide the radio systems and services for USACE in accordance with the attached DRAFT Performance Work Statement (PWS).The Government is interested in responses to the following areas of information by interested vendors:Comments and Suggestions for the DRAFT PWS.A description of the capabilities that demonstrate the interested vendor’s ability to
support the DRAFT PWSA description of the interested vendor’s history supporting similar contracts and types and/or combination of types of awarded contract vehicles (e.g., Cost Reimbursement, IDIQ, Fixed Price Level of Effort, Time and Materials, etc.).  Please include contract numbers for any completed/in-progress contract of similar work.A description of the degree of teaming needed to meet the requirements in the DRAFT PWS, including an estimated percentage of subcontracted partners.A brief discussion of Key Personnel and their experience with similar functional areas of the DRAFT PWS.Identify whether you are a small or large business with regards to North American Industry Classification System (NAICS) Code 517312 – Wireless Telecommunications Carriers (Except Satellite)A redacted copy of the previous J&A for brand name Motorola radios is attached. Industry is encouraged to provide feedback and comments to the Government that may lead to an increased competitive environment. Feedback desired includes any known P25 radio equipment that would be compatible with the Government’s existing LMR equipment, interchangeability of ancillary equipment across manufacturer brands, feasibility of configuration of equipment to achieve compatibility, compatibility of other brands of equipment to communicate with the equipment of mission partners (law enforcement, FEMA, etc.), and availability of authorized re-seller shops to support quick turnaround (within 24-hours) of parts and repairs in CONUS.  This synopsis is for informational and planning purposes only and is not a solicitation.  Any response to this announcement shall not be construed as a commitment by the Government, nor will the Government pay for any information resulting from this announcement.  In accordance with FAR 15.201(e), responses to this announcement are not offers and will not be accepted by the U.S. Government to form a binding contract.   Respondents will not be notified of the result of the evaluation of the capability statements received.  It is the potential offeror’s responsibility to monitor sam.gov for the release of any future synopsis or solicitations.  Capability Statements shall be limited to no more than ten pages and sent directly to the Contract Specialist/Contracting Officer, Ebenezer Wilson at Ebenezer.Wilson@usace.army.mil  and Amanda Eaton at Amanda.E.Eaton@usace.army.mil.  Only electronic responses will be accepted and shall be submitted no later than 24 October 2021.  Phone calls will not be accepted, voice messages will not be returned, and emails received will not receive a response.
