Loudoun County Solid Waste Management Facility CDD Unit Cell A1 Bottom Liner System, RFQ 162783

The Intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (County) to obtain the services of a qualified General Contractor to construct CDD Unit Cell A1 Bottom Liner System at the Loudoun County Solid Waste Management Facility (LCSWMF).

The project is located at the Loudoun County Landfill or Loudoun County Solid Waste Management Facility (LCSWMF), located at 21101 Evergreen Mills Road, Leesburg, Virginia 20175.

The work consists of heavy earthwork, geosynthetics installation, and pipe work tasks associated with the Cell A1 Liner and Leachate Collection Systems’ Construction.

The liner work consists of procuring, delivering, unloading, deploying, and installing (welding, tying, seaming), various geosynthetic materials, and performing quality control, testing, and other associated work.

In addition, the work includes the construction of Stormwater Management Sedimentation Basin SB-5.

The Contractor shall provide all

equipment, materials, and labor needed to construct a landfill cell and a stormwater management basin.

The Contractor shall be responsible for all quality control, testing, and surveying to ensure the project is completed per the Construction Documents. Any deviations from the Contract Documents shall be specifically requested via Request for Information (RFI) submitted to the Engineer of Record. All deviations shall be noted in the Contractor’s required “Record Set” of Construction Documents.

A separate project for the construction of the new leachate pump station, which is located adjacent to the cell A1 bottom liner system location, will be taking place concurrently with this project. Site and work coordination is critical to avoid work conflicts, ensure timely connections and work completion, and for maintaining a safe work environment.


Pre-Bid Conference: A Pre-Bid Conference and a site visit will be held on January 28, 2020 at 1:00 p.m. in the Engineer’s Trailer at the Loudoun County Solid Waste Management Facility (Landfill) located at 21101 Evergreen Mills Road, Leesburg, Virginia 20175, for clarification of any questions on the drawings, specifications, and site conditions.
