SOURCES SOUGHT SYNOPSISW912EP23Z0009Coastal Storm Risk Management Project South Ponte Vedra and Vilano Beaches Renourishment 2023This is announcement constitutes a Source Sought Synopsis. This announcement seeks information from industry and will only be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation. The Jacksonville District of the U.S. Army Corps of Engineers is seeking interest from prospective bidders for a potential fiscal year (FY) 2023 award of the aforementioned project. The purpose of this synopsis is to gauge of interest, capabilities and qualifications of various members of the Construction Dredging Community, to include Small Businesses, as the Government must ensure there is adequate competition amongst the potential pool of responsible contractors. The proposed project will be a Firm Fixed Price (FFP) contract. The
Jacksonville Districts anticipates the issuance of an Invitation for Bid (IFB). No reimbursement will be made for any costs associated with providing information in response to said synopsis or any follow-up information requested.The Jacksonville District of the US Army Corps of Engineers is seeking interested bidders for the project. The proposed project will renourish approximately 3.0 miles of shoreline along portions of south Ponte Vedra and Vilano Beaches, in St. Johns County, Florida, between FDEP Range Monuments R-1025 and R-117.5. The northernmost and southernmost approximately 1,000 feet of the fill area include tapers transitioning the beach from the berm template to the existing shoreline.The project includes construction of both a dune and beach berm. The landward portion of the beach berm will be flat and has a berm elevation of +8.0 feet North Atlantic Vertical Datum of 1988 (NAVD88). The seaward 80 feet of the berm will have a seaward slope of 1V:40H to an elevation of +6.0 NAVD88. The foreshore slope of the berm will be 1V:10H until it ties into existing grade. The width of the berm varies from the Construction Baseline as shown on the drawings. The dune crest varies in height between +15.0 and +18.0 feet NAVD88, as shown on the drawings. The slope of the seaward face of the dune is 1V:3H. The construction template includes a +0.5-foot-high tolerance allowance. Planting of dune vegetation will take place following completion of constructed segments.Sand for the project will be dredged from Borrow Area N-3, approximately eight miles offshore of St Johns County in Federal waters, and transported to the project site via hopper dredge. Project work also includes, but is not limited to, beach tilling/vibration, monitoring, turbidity monitoring, and environmental species monitoring.The Estimated Magnitude of construction is between $20,000,000 and $35,000,000.The project has an estimated period of performance. The project will start within 60 calendar days after receipt of the Notice to Proceed (NTP), 235 calendar days for the Base to include commencement.The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this project is $32.5 Million.Anticipated solicitation issuance date is on or about 28 March 2023 and the anticipated response date is on or about 27 April 2022.
