Failure to meet any of the requirements or to provide the requested documentation proving the Offeror meets the requirements will result in the Offeror not being selected to receive the RFQ.20Scope of WorkThe Offeror shall provide operational line support to National Technology and Engineering Solutions of Sandia, LLC (NTESS) in Albuquerque, New Mexico on a weekly basis to support the waste management program. The waste management activities may include, but are not limited to:Providing characterization and packaging guidance for classified weapon parts and components from current and legacy systems. Common components would include thermal batteries, firing sets, Arming Firing & Fusing (AF&Fs), and neutron generatorsProvide guidance on packaging wastes, classified weapons parts and components from current and legacy systemsPrepare and submit all disposal request and compliance-related documentationsMaintain accurate records to assure compliance of all waste management activities in accordance with Sandia National Laboratories (SNL), Department of Energy (DOE), and Resource Conversation & Recovery Act (RCRA) requirements30United States CitizenshipThe Offeror's personnel assigned under this subcontract shall be United States citizens. Required Evidence: The Offeror shall indicate it can meet this requirement.40Required ClearanceThe Offeror shall have an active DOE Facility Security Clearance (FCL) at the Secret Restricted Data (SRD) level and the ability to obtain a Sigma 15 caveat within one month of the start of the subcontract.Required Response: The Offeror shall indicate, with a yes or no, it meets this requirement.Required Evidence: The Offeror shall provide their Commercial and Government Entity (CAGE) code and specify the level and type of facility clearance the company possesses. 50Local OfficeThe Offeror shall have a local office within Bernalillo County or state they will establish a physical office within 60 days of subcontract award. Required Evidence:The Offeror shall provide their physical address with their response or state they will establish a physical office within Bernalillo County and within 60 days of subcontract award.60Waste Management SpecialistThe Offeror shall provide one (1) waste management specialist to support this effort. The estimated level of effort is 25 hours per week and shall be available for work Monday through Thursday between 8:00am to 4:30pm.Minimum Qualifications for Specialist:Bachelor's degree from an accredited post-secondary institution ANDFive (5) years of waste management experience with at least three (3) years of experience in DOE classified or hazardous waste managementORMaster's degree from an accredited post-secondary institution ANDThree (3) years of experience in DOE classified or hazardous waste managementRequired Evidence:The Offeror shall provide a resume and transcript/degree of the Specialist showing the relevant documented experience.
