Integrated Resource Planning Model (IRPM) (ECAT-ITQ-16-0091) Elections Canada (EC) is seeking an Integrated Resource Planning Model (IRPM) solution, whereby a contractor(s) may be required to deliver a commercial-off-the-shelf (COTS) enterprise resource planning (ERP) solution to be hosted (SaaS) in a private cloud (PaaS/IaaS)

environment, with the flexibility to move to a public-cloud deployment model, or to another EC hosting solution.
This is a multi-phased procurement process. After the completion of all phases, it is anticipated that the procurement process will result in the selection of a Contractor for IRPM.
The anticipated scope of work may include the following streams:
Human Capital Management
This stream focuses on Accounting and Financial Management of Public Funds Controls (Coding Structures, Chart of Accounts, Interfaces, Restrictions, Modular User Management), Recruitment, Training, Workforce Management, Payroll and RO Finance.
Material Management
This stream focuses on complete tracking and reporting of Elections Canada material for field electoral administrators and HQ staff.
e-Procurement and Financial Management
This stream focuses on an e-Procurement solution and the remaining functions inherent within an ERP financial system such as General Ledger, Budgeting, Expenditures and Revenue Management, Commitments and Forecasting, Reporting and Variance Reporting.
Supplementary ERP Modules
EC expects that the environment will continue to evolve over the term of the awarded Contract, which may result in legislative, regulatory or business process changes requiring flexible and simple deployment of supplementary ERP modules for additional functionality. This may include customer relationship management, project management tools, or other modules identified by EC based on its operational context.
