All responses must be submitted via CU solicitation portal at www.cu.edu/psc/solicitations by date and time noted above. All questions or proposals must be submitted using the solicitation portal. Questions or proposals that are emailed to the Purchasing Agent will not be accepted. SECTION I. GENERAL INFORMATION The University of Colorado Boulder Athletics Department (also referred to as the "University" or “CU Boulder Athletics”) seeks a quote for Mercedes Sprinter Van(s) for the Ski Team. The Ski Team has historically operated a Mercedes Sprinter Van and seeks a new van for the upcoming season for games both in Colorado and around the country when the team otherwise fly's. The vehicles to be delivered are to be a new vehicles that are the same year, or future year, in which the ordered is placed. The vehicle must match the exact specifications as outlined in the bid. For future orders after the first order is placed, the specifications may change slightly to accommodate the latest model, however it must be a Mercedes Sprinter Van with the same underlying specifications. Accessories not specifically mentioned herein, but necessary to deliver a complete unit ready for use, must also be included in the submission. The unit shall conform to the best practices known to the body trade in design, quality of material and workmanship. CU Boulder Athletics seeks to receive the vehicle as soon as possible, with the recognition that the supply chain and on-going chip shortage poses challenges to "immediately available" vehicles. The University seeks quotes for vehicles that MAY be "immediately available" and will accept quotes for a vehicle that will be built soon and delivered either the end of this year or first quarter of 2022. Lead time will be a consideration when evaluating submissions. CU Boulder seeks to minimize drive time for either delivery or pick-up for ease of delivery or pick-up and, as such, supplier location will also be taken into consideration with preference for a dealer/vehicle location that is as close as possible to Boulder, CO. SECTION II. SPECIFICATIONS, WARRANTY, PRICING AND DELIVERY: The Boulder Ski Team is seeking to replace a few vehicles they use throughout the course of the next several years. The Ski Team seeks Mercedes Sprinter Vans for ground transportation purposes to use throughout the Ski Season. The University is seeking one (1) vehicle as soon as is feasibly possible especially given the supply chain/chip shortage. The University is then seeking a second replacement vehicle sometime during 2022, which is subject to change depending upon the University's needs at that time, the supplier's inventory or any other budgetary consideration that may extend that timeline for the Ski Team or render the University unable to purchase a second Van. As such, the second Van is NOT guaranteed but rather an option to purchase from the same supplier who is awarded under this Documented Quote. As such, the University is seeking to partner with a supplier who can provide one (1) new Sprinter Van as soon as possible, with the option to purchase one (1) additional Sprinter Van sometime later in the year 2022 (subject to the University's budget/need and the second vehicle is not guaranteed). The Supplier must provide a lead time for the initial vehicle order vehicle that must be guaranteed in their next build when submitting a quote for this Documented Quote (DQ). However, between the award of the DQ and the delivery of the proposed vehicle, the awarded supplier may have inventory that unexpectedly becomes available sooner than their originally quoted lead time. If that arises, the awarded supplier can contact the University and propose the vehicle that is available sooner. The University must receive notice from the supplier there is a vehicle available sooner than originally proposed, receive, an updated quote on the vehicle that is immediately available and the University must re- issue a PO prior to delivery of ANY vehicle. The vehicle that may become available sooner must still meet the specifications outlined in the bid and be a Mercedes Sprinter Van that is new. Include dealership warranty, detailed coverage including parts, and whether labor is covered 2. Include manufacturer warranty, detailed coverage including parts, and whether labor is covered 3. Detail location(s) where warranty work may take place or any limitations in service locations/requirements 4. Detail if a loaner vehicle will be provided to the University in the event of vehicle maintenance or repair during the warranty period The manufacturer or dealership standard warranty that comes included with purchase of the vehicle (any additional extended warranty purchased by the University is excluded) begins on the date the vehicle is accepted by the University, unless otherwise expressly written and agreed by and between the Supplier and the University. Any additional extended warranty purchased by the University is to begin upon the date the standard warranty expires, unless otherwise expressly written and agreed by and between the Supplier and the University. LEASE OPTION: 1. Detail if you provide a lease option: 1. Detail available lease terms and associated payment per term available. 1. The University is specifically interested in a 4 year lease with 15,000 miles per year. Supplier must ensure they include a lease option for the lease term of interest. 2. Detail options for exchanging the vehicle at the end of the lease. At the end of the initial lease term, the University seeks to exchange the vehicle for the latest model of the exact vehicle for one additional lease term for the same duration of time as the initial lease term. 1. Confirm, if offered, how the lease exchange program works and what is required to obtain a vehicle at the end of the lease term. 3. Detail what modifications, if any, can occur during life of the lease including if a partition can be added to the inside of the vehicle. 1. The University seeks to add a partition after the 3rd row bench for additional safety between passengers and equipment. 4. Provide a sample lease agreement. Must include what occurs should damages occur in which the University is “at fault” and which the University is not at fault. 5. Confirm how the University can issue a PO for a lease agreement and make check payments for a leased vehicle. 1. Note: The University does not fill out credit applications. Confirm if you can accept a PO that shows total dollar value but lease payments are made in installments for the life of the lease. PRICING: 1. Provide pre-delivery inspection and associated pricing 2. Provide delivery pricing as well as any fees and taxes 3. Provide cost for mandatory vehicle specifications, and any other optional specifications otherwise listed 4. Detail if leasing options are available through your dealership directly, lease term and associated schedule for payment based on available lease terms. A. Must include a lease term that is of a 4 year lease option with 15,000 miles per year. OPTIONAL PRICING: 1. List any educational discounts or discounts provided 2. Detail if the University purchases another vehicle within the year 2021 if the pricing submitted will be honored 3. Hail damage warranty/coverage 4. Optional extended warranty(s) DELIVERY: The University seeks delivery of the vehicle as soon as is feasibly possible. Delivery location is the University of Colorado Boulder Transportation department located at: 3205 Marine St, Boulder, CO 80303. Supplier must detail where their dealer location is located as a part of their bid response. Delivery is F.O.B destination. Vehicle must be inspected prior to delivery acceptance and signed off by the University of Colorado Boulder Transportation Department authorized staff. If the vehicle is deemed unacceptable for delivery, including but not limited to damages or incorrect vehicle based on accepted bid specifications, the University will not make any payments to the supplier until the vehicle is accepted by the University. If failed delivery exceeds 3 (three) attempts by the supplier, the University has the right to cancel the Purchase Order and any contract entered into by and between the University and the supplier resulting from the award of this solicitation. Delivery is the preferred method for the vehicle. If the vehicle is unable to be delivered to the University’s Transportation Department, the University will consider picking up the vehicle at the supplier's location, dependent upon University staff availability and location of the supplier. Please specify the supplier's address for vehicle pick-up within the submission. SECTION III. EVALUATION AND AWARD A. DOCUMENTED QUOTE SUBMITTALS Submittals must include the following and must be responded to under the “Questions” section of the bid. 1. General Supplier Information 2. Vehicle Specifications 3. Lead Time 4. Delivery/pick-up 5. Pricing 6. Warranty 7. Leasing and supplemental agreements 8. Variations to University’s PO Terms and Conditions 9. Acceptance of University’s insurance requirements All quotes submitted in response to this solicitation will be reviewed for responsiveness using submission criteria 1- 4 by the Purchasing Agent prior to referral for final evaluation. All responsive quotes will be evaluated in accordance with the criteria described below. Any resulting contract from this solicitation will be awarded to the bidder whose quote is deemed to be the most advantageous to the University. B. METHOD OF AWARD: The evaluation of each response to this solicitation will be based on the evaluation criteria outlined below, its overall completeness, and meeting all mandatory specifications, warranty information, delivery or pick-up information, leasing and pricing. The Award shall be made to one (1) supplier. The responsible bidder whose proposal is determined to be the most advantageous to the University will result in a Purchase Order issued by the University. The University reserves the right to ask any required clarifying questions and engage in final negotiations with the supplier(s) who meet or exceed the mandatory requirements and specifications as outlined in the bid. C. DOCUMENTED QUOTE EVALUATION Evaluation criteria that will be used are as follows, listed in no particular order: 1. Vehicle specifications 2. Dealership and manufacturer warranty coverage 3. Pricing 4. Lead time 5. Delivery or pick-up of the vehicle and proximity to Boulder, CO 6. Leasing options and associated lease agreements The basis on which pricing will be evaluated shall be the lowest total quoted price. The University of Colorado reserves sole right to determine responsiveness of bidders, qualifications of responsible bidders and suitability of items being offered. D. DETERMINATION OF RESPONSIBILITY OF THE BIDDER The University of Colorado Procurement Rules state a Purchasing Agent shall make purchases from, and award Contracts to, Responsible bidders only. The University reserves the right to make its bidder responsibility determination at any time in this solicitation process and may not make a responsibility determination for every bidder. Factors to be considered in determining whether the standard of responsibility has been met include whether a bidder has: 1. availability of the appropriate financial, material, equipment, facility, and personnel resources and expertise, or the ability to obtain the necessary to indicate the capability to meet all contractual requirements; 2. a satisfactory record of performance; 3. a satisfactory record of integrity; 4. the legal authority to contract with the University; and 5. supplied all necessary information in connection with the inquiry concerning responsibility. The bidder shall supply information requested by the University in the Questions section concerning the bidder’s responsibility. The University reserves the right to request further information as it deems necessary to determine the bidder’s responsibility. If the bidder fails to supply the requested information, the University shall base the determination of responsibility upon any available information or may find the bidder non-responsible if such failure is unreasonable. Detail if the vehicle will be available for delivery, or must be picked up by the University and the address to pick up the vehicle if necessary. 1.7 Pricing: upload your pricing quotation herein. Pricing must be broken down by line item including extra materials requested, warranty, delivery or any other items bid. 1.8 Warranty: upload warranty information, if offered, herein.
