STATEMENT OF PURPOSEThe City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to provide social media sentiment analysis software to accelerate the City's understanding of emerging topics of concern in the community, calibrate its communications efforts, and facilitate qualitative measures of the effectiveness of City initiatives.DEFINITIONSAs used throughout this bid and its attachments, the following terms are synonymous: a. Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Contractor." 2. BackgroundWith a population of 54,000, West Sacramento is still small enough for its staff and elected officials to retain a strong sense of the community's concerns through traditional means such as direct contacts with residents. However, the advent of social media has accelerated the pace at which disinformation and other challenges to the City's communication efforts can spread. Recognizing the need for real-time insights into community sentiment, since 2017 the City has augmented its traditional community outreach techniques with a social media sentiment analysis software tool. The contract with the City's original vendor ran its term and was extended for a second two-year term in 2019. The extended contract expires in October, 2021. At the time the City executed its original contract, social media sentiment analysis was a relatively new concept for local governments; however, with the passage of time, technologies in this arena have advanced, and the market has matured. The City is re-soliciting for social media sentiment analysis vendors in order to assure that it is receiving the best product, at the best price, going forward.3.
