The proposed procurement is a Small Business Set-Aside Lowest Priced Technically Acceptable (LPTA) Request For Proposal (RFP), and thus open to small businesses only. NAICS is 237990, with a size standard of $36,500,000.00. The magnitude of construction for this project will be between $5,000,000.00 and $10,000,000.00. Bonding will be required for this acquisition. Offerors attention is directed to Section 002100 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about 24 May 2019, with proposals due on or about 24 Jun 2019. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds.THE PROJECT consists the following:Clearing and grubbing construction areas of vegetation and rubbish.Removing
water from work areas and controlling water to prevent flow of water into work areas.Excavating, placing, and compacting access roadway embankments, drainage provisions, and gravel surfacing.Developing a rockfill borrow area using methods that produce rockfill material in quantities needed for embankment construction.Processing rockfill to meet placement and material requirements.Clearing, grubbing and removing overburden soil and loose material within the future dam footprint and excavating bedrock to the depths shown in the drawings.Preparing excavated surfaces to receive fill and concrete.Constructing a cast-in-place reinforced concrete core wall and plinth along the length of the dam alignment and at the spillway.Furnishing and installing reinforced cast-in-place concrete intake structures, outlet structures, impact basins, conduit encasement, and other areas as shown on the design drawings.Placing rockfill along the upstream and downstream sides of the concrete core walls and as backfill at retaining walls.Placing clay soil and/or geosynthetic materials as required.Constructing outlet works.Constructing a spillway at the existing dike/spillway.Furnishing and installing an outlet works gate house for outlet works controls and the Early Warning System.Furnishing and installing crest survey monuments.Localized breach of the existing dam after construction of the new dam.Placing and compacting waste materials at designated disposal location.Grading, reclamation, seeding, and establishing vegetation in areas disturbed by construction.THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. The proposed procurement will result in a firm-fixed price contract.
