A. Develop work plan, schedule, and outreach program for a Countywide Analysis
• Develop a work plan to guide and manage the project using the City GIS department for hot spot analyses
• Establish a schedule with milestones
B. Data collection and analysis
• Identify data needs (3 years of crash history)and hot spot analysis methodology for auto, bicycle and pedestrian crashes(for

coordination with GIS Coordinator)
• Evaluate hot spots and criteria to prioritize locations for additional analysis
• Review crash reports for priority locations and identify countermeasures to address crash history
• The consultant will work with the (GIS Coordinator/Steering Committee) to develop the optimal input parameters to be used in the hot spot analysis. The consultant will assist the (GIS Coordinator/Steering Committee) in determining the following:
- Suitability of existing City of Lawrence and available GIS data towards completing the analysis
- Adequacy of software capabilities for the analysis
- Tools or methods to use in the analysis
