RQQ-2022-CCCC-747: Cost Assurance and Verification Services for OnCorr Project Description :Call For Request Request No. RQQ-2022-CCCC-747 Metrolinx is accepting Submissions for Provision of Cost Assurance and Verification Services for OnCorr. Metrolinx is a crown agency of the Government of Ontario under the Metrolinx Act, 2006, reporting to the Ministry of Transportation. It was created to improve the coordination and integration of all modes of transportation in the Greater Toronto and Hamilton Area (GTHA). The Metrolinx mandate includes delivering the best possible transportation services today while leading the way to an even better, more convenient service tomorrow; making the best possible use of public transportation investment dollars; and measurably improving the quality of life in the region. On behalf of the Province of Ontario, Metrolinx Capital Projects Group (CPG) is responsible for delivery of capital projects to improve and expand regional public transit within

Greater Toronto and Hamilton Area (GTHA) and beyond. These include projects ranging from the delivery of Light Rail Transit line such as Eglinton Crosstown, Finch West, Hurontario and Hamilton LRT projects, to Bus Rapid Transit projects, to the OnCorr & Union Station Enhancement projects and the newly added Subway projects in the City of Toronto. GO Expansion is the largest transit capital infrastructure project in Ontario’s history, and will bring two-way, all-day service every 15 minutes or less along core segments of the GO rail network. OnCorr refers to the delivery of the rail component of GO Expansion. Metrolinx and ONxpress, the selected private sector partner, entered into a 25-year progressive Design, Build, Operation and Maintenance agreement in April 2022 to deliver the project. ONxpress project agreement starts with the two-year development phase, intended for participants to work collaboratively to plan and implement development phase scopes, develop the target prices and processes for the next phase. The compensation for ONxpress’ works during development phase comprises of two mechanisms: hourly rate and actual cost plus fee, which are different from the traditional contracts. The vendor through this RQQ shall provide cost assurance and audit services to Metrolinx to validate the actual costs invoiced to Metrolinx by OnExpress. The objective of this Request to Qualify and Quote (RQQ) is to solicit proposals from Proponents for the provision of Cost Assurance and Verification Services for over a Two (2) Year Term, with an option to extend by three (3) years, at the sole discretion of Metrolinx. The requirements are more particularly described in Scope of Work of this Request Document.
