This is a Request for Information/Sources Sought (RFI) announcement only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A PROPOSED SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2 and no contract shall be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow up information requests. No solicitation is currently available. The responses to this RFI will help to shape the acquisition strategy in developing a competitive requirement.This market research is to gain knowledge of interest, capabilities, qualifications, and pricing of interested firms and will be used by the Government to make appropriate acquisition planning decisions.The USDA Forest Service is conducting market research for qualified and skilled attorneys to provide Public Aircraft Operations (PAO) policy consulting services.The components of work:The policy consulting would take place over the next six
(6) months from the date of the award. The contractor is expected to provide professional legal consulting services to review, analyze, and provide legal opinion on Forest Service and interagency policy related to Public Aircraft Operations. The review would focus on gaps or deficiencies in policy and contracts which could expose the Forest Service to liability or a contractor to a violation from the Federal Aviation Administration. The opinion should focus on possible mitigations, changes, or edits to policy to reduce the risk of liability or violation. The policy review would take place at the contractor’s place of work. The contractor will work closely with Aviation leadership to ensure desired outcomes are achieved regarding policy review, analysis, and opinion.This RFI is to receive information from vendors with a North American Industry Classification System (NAICS) code 541100. Responses are requested with the following information, which shall not exceed a total of eight pages:1. Offerors’ name, address, DUNS number, points of contact with telephone numbers and e-mail addresses.2. Business size/classification shall be indicated on first page of submission.3. Price.4. Any additional information that can help with our market research efforts.NO RESPONSES WILL BE ACCEPTED BY FAX.Responses will not be returned. Telephonic responses will not be honored. Responses are due by 1700 MDT 11 April 26th 2023.
