SOURCES SOUGHTW912JB19Q5009OPTIMIZING THE HUMAN WEAPON SYSTEM (OHWS) AT SELFRIDGE ANG BASE, MI 48045This is a SOURCES SOUGHT synopsis. This SOURCES SOUGHT synopsis is not to be construed as a commitment by the Government. Selfridge ANG Base is seeking potential small business sources to include all set asides for an Optimizing the Human Weapon System (OHWS) services contract. This is a new requirement from Combat Air Forces (CAF) and Air Combat Command (ACC) to support the pilots of 127th Operations Group (127 OG) located at Selfridge ANG Base in Harrison Township, MI. BACKGROUND: Up to 85% of Air Force fighter aircrew surveyed reported some type of spine discomfort during their career. The OHWS program is designed to meet the unique physical needs of the rated fighter pilot. Conditioning is accomplished through a comprehensive, coordinated, multidisciplinary "pre-habilitative" physical training program with focused strength and conditioning, physical therapy, athletic training and
massage therapy.This program is designed to give fighter pilots access to professional strength and conditioning coaches, physical therapist and athletic trainers, to prevent future injury and increase quality of life.The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in as Government Furnished, to perform on base injury prevention and mitigation, pre-habilitation services, and human performance optimization services to rated fighter pilot assigned to the 127 OG. The Contractor shall furnish consultation and reports, similar to the range of services found in a commercial facility, as well as services specialized to meet the needs of fighter pilot.THIS IS NOT A STAFFING SERVICES CONTRACT. It is estimated services will be required approx. 20-30 hours per week.The contractor shall ensure that employees possess special qualifications and current and valid certifications, licenses, and training to perform the required services. The anticipated required positions to support this requirement are:1. Athletic Trainer must possess and maintain a current Athletic Trainer license by the OATA process, a current Athletic Trainer (AT) Certification from the National Athletic Trainers' Association (NATA), and hold a degree from an NATA accredited institution specifically for "Athletic Trainer." No other degree will be accepted for this position. The Athletic Trainer must have experience working with professional and/or collegiate athletes. A minimum of four (4) years' experience is desired. The Athletic Trainer shall have experience working in an orthopedic out-patient physical therapy clinic. A minimum of three (3) years' experience is desired. Past experience working with combat related injuries is strongly preferred.2. Massage Therapist (MT) must possess and maintain an active, current, and unrestricted license or certification from the US jurisdiction where the service is to be provided (Michigan). MTs provide pre-habilitation of musculoskeletal conditions in fighter pilots. As such, the Contractor shall evaluate and provide massage therapy to fighter pilot personnel as part of a pre-habilitation program. Pre-habilitation is intended to strengthen core musculoskeletal (MSK) system to enhance resistance to neck and back injury. Healthy lifestyle education shall be provided as part of an overall health maintenance program to enhance injury resistance.The contractor shall be fully qualified in all aspects of the requirement to be considered. The contract will be non-personal in nature.The service is to be performed on-site at Selfridge ANG Base, MI 48045 (Macomb County). The Government intends to award one Firm Fixed Price (FFP) contract for a period of performance of one year. The North American Industry Classification Systems (NAICS) code is 621340. The size standard for this NAICS is $7.5 million. No solicitation is currently available.Responses shall include the following information:1. Offeror' s name, addresses, point of contact, telephone number and e-mail address.2. Offeror's business size to include designation as HUBZone, 8(a), SDVOSB, etc. For 8(a) Offeror, please include proposed graduation date from the 8(a) program.3. Statement of Capability.Statement of capability (SOC) is limited to 15 pages. The SOC shall contain pertinent and specific information addressing the following areas: (1) Proof of SDVOSB, HUBZone, or 8(a) etc. status; (2) experience working with high performance athletes and multiple years of experience working with musculoskeletal injuries and rehabilitation; (3) Demonstration of similar contract performance within the last three years. A listing of projects completed during the past three years (either Government or private industry). The type of project, dollar value, contract number, location, and Point of Contract are to be included. Indicate if you were the prime or a subcontractor on these projects; if subcontractor, provide the name and Point of Contact of the prime contractor.Responses must be received no later than 4:00 P.M.
