The City’s fiscal year begins on October 1 and ends on September 30. It has a total gross payroll of approximately $263 million covering approximately 3,100 full time employees and 615 part time employees. The City is organized into approximately 37 departments and agencies. The
accounting and financial reporting functions of the City are centralized. The following documents are posted on the City’s website at
www.stpete.org under the Departments link: Operating Budget Document, Capital Improvement Projects Budget, Annual Comprehensive Financial Reports (ACFR’s), Annual Debt Supplement, and CRA Annual Financial Report. The City will submit its Annual Comprehensive Financial Report (ACFR) to the Government Finance Officers Association of the United States and Canada for review in its Certificate of Achievement for Excellence in Financial Reporting program. It is anticipated that Offeror will not be required to provide special assistance to the City to meet the requirements of that program. The City has determined that the U.S. Department of Housing and Urban Development (HUD) will function as the cognizant agency in accordance with the provisions of the Single Audit Act of 1984 (as amended in 1996) and Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. Currently the City offers deferred retirement option plans (DROP) to eligible members of defined benefit pensions.
