2023081-implementation of new curriculum Project Description :Université d’Ottawa Services des Approvisionnements University of Ottawa Procurement Services April 11, 2024 UNIVERSITY OF OTTAWA – Advance Contract Award Notice # 2023081-ACAN – Implementation of new curriculum for Postgraduate Medical Education Office and Undergraduate Medical Education Office PURPOSE T he purpose of this Advance Contract Award Notice (ACAN) is to post the University of Ottawa's intention to enter into contractual arrangements with Learning 4 Excellence, to provide the services identified in the requirements noted below. This ACAN provides prospective service providers the opportunity to demonstrate that they are capable of satisfying all requirements set out in this Advance Contract Award Notice, by way of submitting a Statement of Capabilities, on or before the posting closing date. SCOPE OF WORK FOR PROPOSED SERVICE PROVIDER The Postgraduate Medical Education (PGME) office at the Faculty of Medicine,
University of Ottawa, requires Competency by Design-guided Curriculum Assessment and Implementation Services. In particular the service provider will:  Lead in the development and implementation of curriculum assessment tools;  Evaluate and assist in the design of various curriculum assessment tools for PGME curriculum/clinical competency modules;  Test and trial various assessments tools before their implementation;  Ensure successful transition to competency by design education programming;  Provide support and educational research expertise, to Faculty and faculty members;  Review and provide professional education guidance, to ensure the 85 PGME programs, meet their Royal College accreditation requirements;  Work with developers and faculty members to ensure collaboration and mutual understanding of the projects;  Participate in committees and related meetings and projects, as required/determined by PGME .  Support the instructional design of eleaming tools being developed by faculty members;  Evaluate eLearning projects;  Provide any other related services required, which are pertinent to the mandate. The Undergraduate Medical Education (UGME} office at the Faculty of Medicine, University of Ottawa, requires Curriculum Assessment and Implementation Services pertaining to curriculum revision with the following 4-pronged priority areas. a) Social Medicine Horizontal and Vertical Curricular Integration: b) Educational Technology Update to Assist with Pillar Integration: c) Design and Implementation of a Formal Beginner Research Curriculum d) Enhancement of a Curriculum on Health System In particular the service provider will: 1.1. Lead in the development and implementation of the curriculum in the four priority areas (see deliverables below); 1.2. Evaluate and assist in the design of various student assessment tools in the four priority areas, while ensuring integration with the current summative assessments. 1.3. Test and trial various technology-enhanced curricular and assessment tools before their implementation; 1.4. Provide support and educational research expertise, to Faculty and faculty members; 1.5. Review and provide professional education guidance, to ensure the UGME program meets their CACMS accreditation requirements; 1.6. Work with developers, operational/administration team members and faculty members to ensure collaboration and mutual understanding of the projects; 1.7. Participate in committees and related meetings and projects; 1.8. Support the instructional design of eLearning tools being developed by faculty members; 1.9. Evaluate eLearning projects; 1.10. Provide any other related services required, which are pertinent to the curricular revision mandate; 1.11. Ensure deliverables by fall 2025. 2. The deliverables per priorities area 2.1. Social Medicine Horizontal and Vertical Curricular Integration: 2.1.1.Reviewing current materials and resources relevant to social determinants of health, including CBLS, large group sessions and small group sessions. 2.1.2.Revise timetable to ensure horizontal integration, with relevant adjustment in speaker/panel recruitment 2.1.3.Develop and implement sessions in Years 3 and 4 to ensure vertical integration 2.1.4.Developing interactive technology-enhanced materials leveraging current LMS software (Brighspace and Elentra) 2.1.5.Appraise current assessment tools and revise them to align with overarching assessment, while leveraging LMS software’s full capacity Advance Contract Award Notice 2022071-ACAN (Continued) Page 3 of 5 __________________________________________________________________________________________ 2.2. Educational Technology Update to Assist with Pillar Integration 2.2.1.Design and development of interactive and dynamic assessment tools on LMS, ensuring their alignment with MCCQE and MD Program assessment strategies 2.2.2.Design and development of “block” or organ-system related clinical science material to assist with pillar integration 2.3. Formal Beginner Research Methodology Curriculum 2.3.1.Hiring experienced researchers (quantitative and qualitative) to design curriculum modules 2.3.2.Design and implement interactive sessions (flipped classroom) on research methodologies 2.3.3.Establish a formal research mentorship program for beginners 2.4. Enhancement of Health System Curriculum 2.4.1.Collaboration and consultation with legal and health policy experts to develop curriculum content, including the creation of case studies and simulation for policy analyses 2.4.2.Develop interactive modules for the provision of Flipped Classroom-style preparatory material REQUIREMENTS Education: PhD level educator Work Locally: Majority of work must be done on site (at the Faculty of Medicine) Specialized Work Experience:  Minimum of three (5) years experience in the review of curriculum assessment tools at the University of Ottawa, Faculty of Medicine;  Expert knowledge in the Royal College entrustable professional activities, specifically for the specialty of anaesthesiology at the University of Ottawa, Faculty of Medicine;  In depth knowledge and expertise in the design, trial, assessment and implementation of O-score and CCAT tools at the University of Ottawa, Faculty of Medicine;  Extensive knowledge of the University of Ottawa, Faculty of Medicine learning environment for Royal College programs;  Knowledge of Competency by Design principles. General Work Experience: Minimum ten (10) years in the field of education, with a proven track record of scholarly production. CONTRACT TERM The contract term is for two (2) years with the possibility of three (3) optional extension period of one year. The mandate is expected to start on May 1, 2024.
