THIS IS A SOURCES SOUGHT NOTICE ONLY.  This is not a solicitation or a request for proposal and no contract will be awarded from this notice.  No solicitation or specifications are available at this time. When and if a solicitation is issued, it will be issued under a different solicitation number at a later time.The General Services Administration (GSA), New England Region, Acquisition Management Division, is conducting market research to determine if any SDVOSB, HUBZone, WOSB, or 8(a) Small Business concerns have the current relevant qualifications, experience, personnel, and capability to perform the work described herein. Services to perform the requirements as follows at the Norris Cotton Federal Building multi-story building consists of seven occupied office floors and two sub levels of parking and 107,925 square feet of rentable space at 275 Chestnut Street, Manchester, New Hampshire 03101.Building operations and maintenance and repair services will be performed at the Norris
Cotton Federal Building, located at 275 Chestnut Street, Manchester, New Hampshire.  This will be a performance based service contract utilizing commercial item procedures on mechanical systems of a type typically found in modern office buildings.  The requirement includes responding to emergency situations within a timeframe typical of a professional building.  In addition to the mechanical maintenance and repair services identified in the solicitation there are requirements for establishing and administering a computerized maintenance management system (CMMS) as part of a service request processing function.Interested firms should provide sufficient information to allow an informed determination of sources capable of satisfying the agency’s requirements exist to ascertain if there is enough competition to solicit this requirement as either: a Service Disabled Veteran Owned, or Economically Disadvantage Woman Owned Small Business, or HUBZone or 8(a) Small Business Set-aside.  All interested Small Business firms should respond to this notice. The NAICS Code for services is 238220.  The Small Business Size standard is $16.5 Million.  In accordance with Federal Acquisition Regulation (FAR) 52.219-14 “Limitation of Subcontracting”, at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. The anticipated award will be a base year contract with four one-year options.All qualified Small Businesses are encouraged to respond.  The Government will not pay for any information solicited.  Respondents will not be notified of the results of the evaluation.  One of the main purposes of this Sources Sought Notice is to assist the Contracting Officer in determining if a Set-Aside is the acceptable strategy for the procurement.  The Government anticipates a contract award for these services in April 2020.  The appropriate NAICS Code is 238220 with a size standard of $16.5 Million dollars.  Reference www.census.gov/naics/ and http://www.sba.gov/contractingopportunities/officials/size/index.html]FAR Clause 52.219-14, Limitations on Subcontracting, will apply to this contract and be strictly enforced.It is requested that interested parties submit a brief capabilities package.  The package shall address, at a minimum, the following: (1)   Examples of projects worked within the last five (5) years of a similar size, scope, complexity and duration as the work indicated.  State whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and provide an agency or owner point of contact.(2)   A narrative describing how you would implement quality control under this contract, including how you would manage subcontractors, to ensure timely delivery of quality work. (3)   Company profile, to include number of employees, annual receipts, office location(s), and DUNS number and Cage Code. (4)   Evidence to establish your company's standing as a SDVOSB, WOSB, HUBZone or 8(a) small business concern under applicable NAICS. (5)   A positive statement of your intention to submit a proposal for this requirement is requested.  If not, please provide why..The capabilities package requested under this Sources Sought Notice is not expected to be a proposal, but rather a short statement regarding the company's ability to demonstrate existing expertise and experience in relation to this procurement.  Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package.  Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the GSA in tailoring its requirements to be consistent with industry standards.Submitted documentation will be utilized solely for the purpose of determining the potential capabilities of the respondent firms.  This Sources Sought notice is for the purpose of determining the availability of small business contractors and not a request for competitive proposals.
