The U.S. Department of Housing and Urban Development (HUD) and the federal partners, along with other planners and policymakers use aggregate Homeless Management Information System (HMIS) data to better inform homeless policy and decision making at the federal, state, and local levels.
The HEARTH Act, enacted into law on May 20, 2009, requires all communities have a HMIS with the capacity to collect unduplicated counts of individuals and families experiencing homelessness. Through their HMIS, a community should be able to collect information from projects serving homeless families and individuals to use as part of their needs analyses and to establish priorities.  The Act also codified into law certain data collection requirements integral to HMIS.  With enactment of the HEARTH Act, HMIS participation became a statutory requirement for recipients and sub-recipients of the Continuum of Care (CoC) Program. The CoC Program provides that each is responsible for selecting an HMIS
software solution that complies with HUD¿s data collection, management, and reporting standards. 
The California Department of Technology (CDT), on behalf of the Business, Consumer Services and Housing Agency (BCSH) is issuing this Solicitation to seek solutions to create a statewide integrated data system to collect and integrate specific data from each HMIS administered by the CoC¿s, with the ultimate goal of matching data on homelessness to programs impacting homeless recipients of state programs.  This statewide integrated data system is called the statewide Homeless Data Integration System (HDIS).  The HDIS will be built on broadly used cloud services to collect data throughout the State and store such data within a single repository for analysis and reporting purposes.
