Description: The State of California Department of Transportation (Caltrans) desires to procure wetland mitigation credits in Mendocino County for impacts to jurisdictional wetlands and waters protected under the California Coastal Act and Clean Water Act that are expected to occur as a result of bridge construction projects on State Route a in Mendocino County. Mitigation banks for the desired credits do not currently exist in Mendocino County. Caltrans is seeking a contractor to establish a mitigation bank in coastal Mendocino County and create the desired credits, conducting all the necessary technical studies, obtaining environmental approvals and preparing all relevant documents necessary under the approval of State and Federal regulatory agencies. Any credits created in excess of those required by Caltrans will be the property of the Contractor. No credits shall be released for sale to other parties until all Caltrans contracted-for credits have been delivered. Contractor shall assume all responsibility for the ecological and financial success of the bank, providing Caltrans with severance of liability.
