Coverage costs are generally shared by an employer, an employee, and a third entity, which is often a local government organization. Chapter 75 of the Texas Health & Safety Code establishes regional and local health care programs to operate the TSPAPs. The purpose of such a funding structure is to reduce the enrollee’s cost of insurance or health care coverage by distributing the cost among three parties rather than just the two parties (employer and employee) that traditionally pay for employment-based coverage.
