Project Description:Mt. San Antonio College (Mt. SAC) is seeking proposals from qualified vendors to provide closed captioning services for a variety of multimedia content, including but not limited to instructional videos, presentations, webinars, and other educational materials. The goal is to ensure accessibility and inclusivity for all students, including those with hearing impairments, in accordance with legal requirements such as Section 508 of the Rehabilitation Act and the Americans with Disabilities Act (ADA).BackgroundMt. SAC is a single-campus California community college district that annually currently serves over 50,000 full-time equivalent credit and noncredit students. Interested respondents to this RFP should go to www.mtsac.edu to learn more about the District. This website includes information, including the current educational, facilities, strategic, student equity, and technology plans that will
be essential in the preparation of a response to this RFP.Under federal and state laws, and statutes, Mt. SAC is required to ensure accessibility of multimedia to all students. Captioning is essential for people with a hearing loss to access the same audio information as people without hearing loss. All multimedia material must be captioned. Section 508 of the Rehabilitation Act (1194.24) provides that all training and informational video and multimedia productions that contain speech or other audio information necessary for the comprehension of the content, shall have captions. Consequently, multimedia used for instruction must have captions, whether or not the captions are turned on. Education Code and federal law provide that, when a professor is in receipt of an accommodations letter which states the student is to receive captioning as an accommodation in the classroom, captions must be shown for all multimedia materials in that class.References:Section 508 of the Rehabilitation Act (29 U.S.C.
