Description :
The Proposer shall provide SMUD with lobbying services and representation pursuant to the “Scope of Work” described herein. The work will vary from week to week, and will not necessarily follow a pattern or be predictable. As directed by SMUD personnel, the individual or firm selected will identify research, analyze, and advocate on federal issues that may impact SMUD. The Proposer shall have working knowledge and provide consultation to SMUD regarding federal legislation, regulations, and policies affecting SMUD relative to subject matters including the following:
1) Municipal finance issues;
2) Cyber Security;
3) Hydropower including federal power marketing;
4) Environmental regulation of electric utilities including greenhouse gas (GHG) issues;
5) Renewable energy;
6) Electric transmission planning and development;
7) Smart Grid;
8) Electric vehicles (including light-duty vehicle greenhouse gas standards);
9) Energy efficiency;
10) Nuclear spent fuel management;
11) Municipal utility industry;
12) Centralized electric markets, i.e. Regional Transmission Operators and Independent System Operators;

13) Energy Storage;

14) Distributed Energy Resources; and

15) Integration of intermittent generation.
