Hispanic/Latino Heritage and Culture in the City of Washington REQUESTS FOR Qualifications (RFQ) FOR ZSR’s INCLUSIVE PUBLIC ART GRANT PROGRAM Call Type: Public Art Eligibility: Regional State: North Carolina Entry Deadline: November 30, 2022 December 9, 2022 Synopsis One artist, or a team of artists, whose qualifications best fit the criteria listed herein will be given a stipend of $2,000 to develop a detailed conceptual proposal that includes all proposed materials, the desired installation method, and the concept behind the design based on community input. This proposal will be reviewed by the City of Washington, NC, and once approved it will be submitted along with the City’s grant application for The Z. Smith Reynolds Foundation Inclusive Public Art initiative. If awarded a grant, the artist(s) will be contracted to realize the proposed public art project. Background In March 2022, The City of Washington submitted a letter of Intent to the Z. Smith Reynolds Foundation Inclusive
Public Art initiative. In May 2022, the City was selected as one of twenty semifinalists, invited to submit a full proposal and awarded a $5000 planning grant to support the full proposal process. The City is currently in the planning phase and working toward submitting a full proposal in late January 2023. The Project The City of Washington, NC, is seeking artists to apply for this public art opportunity and create a site–specific original artwork as part of the Latino Public Art Project. This public artwork will reflect a “first impression” of the Hispanic and Latino/a Heritage in Beaufort County, particularly the City of Washington. The project site is located at 231 East 7th Street, Washington, NC 27889 and can be viewed on Google Maps. This opportunity is open to established professional artists living in North Carolina. The artist application deadline is 5:00 p.m. (Eastern Standard Time), December 9, 2022. Project Intent The community identified specific goals for this public art with the hope of creating a signature artwork of exceptional quality that complements a prominent public space, often considered a major recreation and commercial hub for the City. The vision for this project is for a unique work of art of enduring value that will: Be colorful Demonstrate artistic excellence Enhance the building with a distinctive aesthetic experience both highly visible and welcoming to pedestrians, bicyclists, and those traveling in passenger vehicles Highlight the importance of the site as a civic facility Provide a recognizable identity for the Hispanic and Latino/a community Be an original art piece appropriate for outdoor installation able to withstand severe weather, vandalism, graffiti etc. Not impede with safety and functionality of the site Incorporate an image or feeling of family; reflect on the natural environment; or, highlight the important work of residents with Hispanic and Latino/a Heritage according to responses from community survey and feedback Provide excitement and interest for the community as a whole Celebrate Washington’s identity and rich heritage. Information about the Site and Immediate Surroundings The proposed location for this art project is at a city-owned building and is part of the Bobby Andrews Recreation Center, situated at 231 East 7th Street, Washington, NC 27889. The Building houses multi- purpose rooms and a gymnasium where multiple events are organized, including basketball tournaments. Adjacent to the building is an 8,000 square feet concrete skate park. The site is surrounded by residential properties, retail stores, churches, auto-repair shops, and other commercial services. Attached to this RFQ are the following: • Community input from a conducted survey • Bid and Contract Sample for the completion of the project Eligibility The call is open to established professional artists living in North Carolina. Only professional artists with reviewable portfolios are eligible to apply. While artists whose work is well represented within the City collection are eligible to apply, the artist selection panel will consider artistic diversity as one factor in the selection process. The Commissioned Artist(s) will work with the community and City staff to create a site- specific, durable piece for this outdoor installation. Applicants who wish to be considered for this project should have experience working within the public process, in public settings, as well as a proven ability to fabricate their own work or to work with fabricators and installers. The artwork for this site must reflect the Project Intent as described above. The commissioned Artist(s) will be required to provide evidence of appropriate liability, property damage, and workers compensation insurance while working on the site. Media, Durability and Maintenance The project is currently open to two public art media: mural and sculpture, as indicated by the community. The public art project will be exposed to weather, physical stresses, and subject to vandalism and should be fabricated of highly durable, low-maintenance materials. Budget At this time, the committed funds for the selected artist is a stipend of $2,000 to develop a detailed conceptual proposal that also lists all proposed materials, the desired installation method, and the concept behind the design based on community input. The artist will be responsible for creating an appropriate budget for this project. The City of Washington will then include this budget as part of a full grant proposal to the Z. Smith Reynolds Foundation Inclusive Public Art initiative (ZSR-IPA). The completion of this project is contingent on being awarded a ZSR-IPA grant. If selected, there are no funds available to support project overruns and the artist is responsible for delivering the proposed artwork within the proposed budget. This budget amount will be inclusive of all costs associated with the project including, but not limited to, the artist’s design fee, other consultation fees such as structural engineering; insurance, including North Carolina’s Workers Compensation; small tools; materials; fabrication; transportation and installation; including any building or site modification required; travel to and from the site; per diem expenses; project documentation; contingency to cover unexpected expenses and any other costs of any kind. How to Apply Artists interested in this project must prepare and submit the following: 1. Letter of Interest, which explains your interest in the project and describes your work. Please include your name, contact information and respond to the following question (700 words maximum): a. What, if any, connection do you have to The City of Washington’s Latino community? 2. Current Resume. If submitting as a team, an individual resume should be submitted for each team member. 3. A list of at least three professional references familiar with your work and working methods. The list must include complete addresses and telephone numbers. 4. Work Samples. Artists applying as a team should include work samples of each individual artist’s work. All work samples must be submitted in a PDF document and include: a. A minimum of eight images. If applying with multiple artists, please include a maximum of sixteen images. b. A caption below each image that includes: Artist name, title, date completed, media, dimensions and budget (if applicable). Additional Information: Beyond formal notifications, the City will not enter into any correspondence regarding their decision. The selected artist is expected to create a budget sufficient for all remaining elements of the project including fabrication, shipping, and installation. Selected artists are encouraged to consult with a professional conservator or fabricator prior to the submission of a final budget and proposal. Once commissioned, the artist is expected to stay on budget and to complete work in an approved timeframe. If the City is selected as a ZSR IPA finalist, the artist will then receive a contract for the Commission in the amount of the proposed budget. The City recommends artists review the Artist Contract form for this commission as attached to this application. The selected artist will be required to execute this contract form with the City of Washington. If the City is selected as a ZSR IPA finalist, the artist(s) will be awarded the funds to create the Final Design, adjust the Final Design based on stakeholder input and engineering review, and to develop a complete set of construction drawings that have been reviewed and approved by the Z. Smith Reynolds Foundation. Artist proposals will be reviewed by the selection panel, the general public, and city staff to ensure conformity with city standards of construction, maintenance and durability. The awarded funds will cover fabrication, materials, shipping, contract labor, installation, insurance, travel expenses necessary to complete the project, final documentation, maintenance plans, and any incidental expenses. Once commissioned, the artist(s) is expected to stay on budget and to complete work in an approved timeframe. The selection panel will accept concept designs and materials that are appropriate to this exterior location. Projects should not obstruct the right of way, impede the function of the flow of vehicles or pedestrians. Considerations should be taken to obstruct right of way or functionality during installation of the artwork. The Contractor shall give all notices and comply with all laws, ordinances, rules, regulations and orders of any public authority bearing on the performance of this work. 2.13 Performance Bond and Payment Bond are not required by awarded vendor. 2.14 Insurance Provisions: a.Worker’s Compensation Insurance: Insurance covering all employees meeting statutory limits in compliance with the applicable state and federal laws. The policy must include the employers’ liability with a limit $100,000 each accident, $100,000 bodily injury by disease, $500,000 bodily injury by disease policy limit. b.Comprehensive General Liability: Shall have minimum limits of $1,000,000 per occurrence combined single limit for bodily injury liability and property damage liability. This shall include premises and/or operations, independent contractors, products and/or operations, independent contractors, products and/or completed operation, broad form property damage and SCU coverage, and a contractual liability endorsement. c.Business Auto Policy: Shall have minimum limits of $300,000 per occurrence combined single limit for bodily injury liability and property damage liability. This shall include owned vehicles, hired and non-owned vehicles, and employee non-ownership. d.Builder’s Risk: Contractor shall have all risk coverage with limits of insurance equal to 100% of the completed value of the materials being installed for the City of Washington. 2.15 Termination of Contract: The contract may be terminated by the City if (a) the Contractor fails to prosecute the work as directed within the time specified, (b) fails to perform the work in a manner satisfactory to the City, or (c) if the Contractor shall become insolvent or be declare bankrupt. The City of Washington shall give notice in writing to the Contractor and his/her surety of such delay, neglect or default, specifying the same and if the Contractor within ten (10) days after such notice has not complied, the City of Washington has full power and authority, without violating the contract to remove the work out of the hands of the Contractor and to appropriate or use any or all materials and equipment on the ground that may be suitable and acceptable. All costs and charges incurred by the City, together with the completion of the project shall be deducted from any monies due or which may become due to the Contractor. If the expenses incurred are greater than the amount which would be payable to the Contractor, then the Contractor and the Surety shall be liable and shall pay the City the amount of said excess. 3. SUPPLEMENTARY GENERAL CONDITIONS: 3.1Cleaning of Area: The Contractor at all times shall keep the premises free from an accumulation of waste materials or rubbish caused by his/her operations. At the completion of the work, the Contractor shall remove all waste materials and rubbish from and about the project as well as his/her tools, construction equipment, machinery and surplus materials and shall leave all surfaces “broom clean” or its equivalent. 3.2 Contractor shall provide any and all equipment deemed necessary to complete work intended. 4. CONTRACTOR SAFETY REQUIREMENTS: 4.1Contractor is required to comply with all current NCOSHA Safety and Health Standards that are applicable to the work being performed by the Contractor form the City of Washington. 4.2The City shall have the right but not the obligation to stop work if a condition is observed that is considered immediately dangerous to the life or health of a Contractor’s employee. The job shall be closed until the situation is corrected. The City’s representative shall attempt to first contact the person designated by the Contactor to handle questions or situations concerning safety. However, the City does not have to allow this situation to persist to satisfy any requirement to contact this person. The City shall not be liable for any expense or damages incurred by the Contractor due to job closure that is the result of a condition that is immediately dangerous to life and health. 5. SITE SAFETY AUDIT: 5.1The City’s Risk Manager or his/her designee shall have the right, but not the obligation, to periodically audit the Contractor’s job site to ensure compliance with the provisions of this contract. 6. ACCIDENT REPORTING REQUIREMENT: 6.1Accidents that occur on the job site of a Contractor working for the City shall be reported to the City’s Risk Manager. Materials shall be stored for the project with weather protective covering and off the ground. 3. Combustible materials shall be stored away from any ignition sources. III. WARRANTY 1. Contractor shall stipulate his/her warranty for the work performed in this bid.
