The Department of Energy (DOE) intends to issue a Firm Fixed Price award to a single source under the authority of FAR 6.302-1(a)(2)(i)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, Clarivate Analytics. DOE intends to award this requirement as a sole source to the Clarivate Analytics with a one-year base period and four one-year option periods. Clarivate Analytics is the sole provider for access to the required evaluation tool and journal. This requirement is for the renewal of an online subscription. The subscription period is for the 2023 calendar year, 1/1/23-12/31/23. The Department of Energy (DOE), Office of Science (SC) has a requirement for online access to the InCites and Benchmarking & Analytics web-based research evaluation tool and the Journal and Highly Cited Data. Access is restricted to the Office of Science. DOE is provided with a direct link to the website which is listed on the OSTI.gov website under the pulldown tab labeled research tools via the SCeJournals link button. This for the Office of Science and is not publically accessible. The North American Industry Classification System (NAICS) code for this requirement is 513120 - Periodical Publishers, with the size standard of 1,000 employees. This notice of intent is not a request for proposals or quotes. Any vendor who believes it is capable of meeting the DOE-OSTI’s requirement as stated herein may submit a response, which will be considered only if received by November 30, 2022 by 5:00 p.m. EST. Responses to this posting must be in writing and submitted to paynet@osti.gov. A determination not to compete the proposed order based upon the responses to this notice is solely within the discretion of the government.
