NASA Goddard Institute for Space Studies (GISS) Contract Extension

The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) has a requirement for continued specialized scientific support services in the areas of scientific programming and analysis; systems programming analysis including systems programming, data handling, and data teleprocessing; computer facility operations including computer security; library and publications services; logistical support; and project management support. The scientific programming and analysis functions are integral parts of the Goddard Institute for Space Studies (GISS) research programs. The other support functions are required to maintain and operate the GISS facilities used in performing research which are currently received under the GISS contract, NNG12HP07C, with Trinnovim, LLC.Contract NNG12HP07C was awarded to Trinnovim, LLC on February 24, 2012 as a Cost-Plus Fixed-Fee completion type contract. The contract expires on May 31, 2017. NASA GSFC intends to modify contract

NNG12HP07C for a period of up to four months (one (1) month base period (June 1, 2017 through June 30, 2017) and three one (1) month option periods (July 1, 2017 through July 31, 2017, August 1, 2017 through August 31, 2017, and September 1, 2017 through September 30, 2017). The contract extension will provide NASA GSFC with continuation and stability of services during the completion of the GISS re-compete acquisition under NNG16552995R.The modification to contract NNG12HP07C will be released on a sole source basis pursuant to 10 U.S.C.2304(c)(1), FAR 6.302-1(a)(2)(ii)(A) Only one responsible source and no other supplies or services will satisfy agency requirements.The Government does not intend to acquire a commercial item using FAR Part 12.The North American Industry Classification System (NAICS) code for this acquisition is 541519. The small business size standard is $15.9M.This notice of intent is not a request for competitive proposals.Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 12:00 pm local time on May 31, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the secretion of the Government.All information received from this notice shall be used for planning and market research purposes only.
